December 7, 1976 Plant Engineering Answering letter date subiect South Charleston Plant Distribution Facilities -- VCM EPA Compliance Projects Attached in Table I per your request is a current list of planned VCM EPA projects at the South Charleston Plant Distribution Facilities. Included in the table are current cost estimates. Additionally, you will find a brief summary of the scope of each portion of the work. The current estimate for this work is $239,000 of capital money. This estimate is +25% as qualified by the assumptions and project descriptions as provided in this letter. Below is a list of the major assumptions made in preparing this listing: f That the VCM vent system at the Solvent Vinyl Resins Unit can acceptably handle the vent gas from the Distribution Facilities. That the EPA wHl reject using 0-ring safety valves in place of rupture discs. That additional non-condensables in the VCM Distribution System will not be disrupting. d) That a compressor in the vent gas line Is not classified as In VCM service. Manning Page 4 APPENDIX I SOUTH CHARLESTON PLANT DISTRIBUTION FACILITIES EPA VCM COMPLIANCE PROJECT SUMMARY 87066 Centrifugal Pump Double Seals Four pumps are to be provided with double seals. One of the pumps will be equipped with a thermal circulation support system. The other three pumps will be connected to a single forced circulation support system. The four pumps are existing at North Charleston. Mechanical seals and support systems along with alarm and shut-down instrumentation will be provided on this project. Alarms and shut-down will indicate support system or mechanical seal failure. v 38127 Reciprocating Compressor Double Packing This project requires the Installation of a nitrogen purge system on two existing reciprocating compressors. Double packing rows are existing on the compressors. Instrumentation will be provided to assure minimum nitrogen flow into the system. Alarms will be provided to warn of nitrogen loss. 21*780 VCL Vent Line For Distribution Facilities The proposed system will connect existing vent points at North Charleston to the 51** No. 2 Power House where vent gas can be tncinte^ated. A small compressor will be provided to boost the vent gas~rt"o~30-1*0~'ps!g. The systems purpose is to direct the VCL storage sphere refrigerant system vent and VCL evacuated from equipment to a suitable disposal point. This project ties the North Charleston vent system into an existing system at the Solvent Vinyl Resins Unit which is currently connected to the Power House. Instrumentation will be provided to start and stop the compressor and prevent pressure surges. 87093 Safety Valve/Ruoture Discs This project Involves the installation of rupture discs under four (**) safety relief valves in VCL service at the Scouth Charleston Distribution Facilities. Four spare rupture discs will be purchased as spares for the new installations. Present plans assume that existing relief valves are acceptable when installed in series with new rupture discs.
