Named in honor of the man who played such' an invaluable part in preparing the foundation of the American labor movement, the vessel is due for completion in early 1966. Pictured on the cover is an artists' conception of the ship. On July 9. officials of government, the Navy, and labor--including our President C VL Sickles--gathered at the Puget Sound Naval Ship yard to see AFL-CIO President George Meant stamp his initials into the steel plate of the keel and then watched as the great structure was low ered into place. President Meany acknowledged the great and lasting efforts of Samuel Gompers, who worked from his youth until his death in 19C-1 to see that the rights of laborers both in our coun try and throughout the world were secured for them. He strived not only for lasting world peace but for the benefits which are in evidence in American labor today--fair wages, reasonable working hours, and acceptable on-the-job condi tions. His memory lives on in the hearts of work ers everywhere, and it will be further perpetuated in the vessel that will sail the seas bearing his name. But, with the growth of automobile traffic, Labor Day holidays in recent years have been marred by reckless and needless death, injury and damage on our streets and highways. According to the National Safety Council, off-the-job accidents, alone, take more than twice as many lives--every year--as on-the-job accidents. We must all recognize that safety is a way of life, both on and off the job. Organized labor has always encouraged and worked for safety. During this Labor Day weekend, we ask every union member as well as everyone else to drive with caution, courtesy, and common sense. Great records have been achieved for safety on the job. Samuel Gompers Takes Shape in Bremerton, Washington HP HE first new destroyer tender to -* be built in the United States since 1945 is now uQgier construction in the Puget Sound Naval Shipyard in Bremerton. Washington. At cere monies held on July 9, 1964. Gen eral President Carl W. Sickles joined other labor officials in wit nessing the laying of the keel of the great vessel, which has been officially named the U.S.S. Samuel Gompers. With the sun shining brightly on the snow-topped Rocky Mountains in the background. AFL-CIO Presi dent George Means, accompanied by Secretary of Labor W Willard W'irtz and President Paul Warner of the Bremerton Meta! President Meafay said: "We in the AFL-CIO are deeply proud that this ship will bear the name of the first leader^and to a very great extent, the creator, of the modem American labor move ment. "Samuel Gompers was. a man of peace, but he never lost sight of the fact that the preservation of peace --and the security of American freedom--could only be assured by America's strength. "This knowledge is a part of his heritage to those who have fol lowed him in the American labor movement." The labor leader continued by warning the assembled audience that we live today in a "much more perilous world" where peace has become more important than even Samuel Gompers could have real ized. But he also reminded that peace remains basically dependent on America's strength in every area --social, economic, and military. "During the next two years." Mr. Meany said, "a ship will rise on this keel, and will become an integral pan of this country's defense estab lishment. . . . "But let us also hope that during those same two years, the strength of the nation will be building up in other ways." Examples of this in creasing strength will be seen in the terms of the new civil rights bill, which hopefully will become "a pan of the fabric of American life;" in the successful war on poverty, with its unemployment and low wages; and with the elimination of barriers against educational opportunity. The naming of the ship in honor of Mr. Gompers is fitting in that he was a man dedicated "to the cause of social and economic justice." During his years as founder and leader of the trade union movement, he fought diligently for the high standards which prevail today-- better wages, shorter working hours, improved job conditions. And his fight did not stop there, for he also advanced the causes which would benefit all Americans and strived unceasingly toward the eventual creation of a "true spirit of brother hood among men of alTnations," a goal which remains to be realized. AUGUST ISM AFL-CIO President George Meany delivered the mein address at the ceremony. He proclaimed Gompers "a man who believed in end worked for peace" but who "knew its best guarantee it the power of self-protection.'' These man wiU continue to work on the U. S. S. Samoa/ Gompers until its comple tion in 1966. 3 Concluding, President Meany noted that, in reality, the new destroyer tender will be a ship of war in the great tradition of the U.S. Navy, where ships have "symbolized American good will and friend ship. . . . "Thus the USS. Samuel Compers, like the man for whom it is named, will symbolize both the nation's de termination to safeguard human liberty and its dedication to the cause of human brotherhood.'1 Preceding President Meany's ad dress, Rear Admiral Floyd B. Schultz, Commander of the Puget Sound Shipyard, introduced Rear Admiral W. A. Brackett, Chief of the Bureau of Ships, Lieutenant Governor John A. Cherberg, and Senator Henry M. Jackson, all of whom made short statements con cerning the occasion. Following Mr. Meany, the Hon orable Victor M. Longstreet. As sistant Secretary of the Navy, pre sented Honorable W. Willard Wirtz. Twenty individual tradesmen and one team composed of three men received certificates of exceptional craftsmanship for outstanding work on buildings in thfe metropolitan Washington area. President Sickles, Secretary- Treasurer Hutchinson and Vice President Haas, together with Local No. 24, Washington, D. C., Presi dent Sonnefeld and Business Agent Hoyle attended this dinner at which two Local No. 24 members, Broth ers Charles P. Hawk and Roland E. Thomas, Jr., received awards for exceptional craftsmanship. William R. Lockhart, President of the Washington Building Con gress, presided at the dinner. Roger E. Awards are given to men who have displayed unusual interest, in genuity and skffl in working out commendable solutions left to their discretion in field and shop and/or executed work requiring exceptional / skill. The Washington Building Con gress believes that recognition of fine craftsmanship is a very real service to die entire local construc tion industry. Public recognition of superior craftsmanship is deeply satisfying to a mechanic doing out standing work at the regular pay rate. A letter of resignation as President of the New York-New England States Confer ence was read from Brother Robert Dotterer. A financial report was read and accepted by the delegates. The delegates gave their reports and were given counsel by General President Sickles whenever neces sary on procedures to be followed. Trade employment of the locals was discussed. With the exception of Locals 4. 6, 31/33 (presently on strike) 43, 26 (all building trades out), the other locals had no immediate problems as employment was good. These locals took the opportunity in thanking Local No. 12 and Local No. 40 for easing this acute unemployment problem. The Anthrax (hoof and mouth disease) death of a pipecoverer was brought to the attention of the dele gates. He had been working with hairfelt. President Sickles had re ferred the matter to Dr. Irving Selikoff. The U.S. Department of Health is checking into this matter also. Election for the unexpired term of Conference Vice President was held. Brothers Herbert Anderson and James Hawley were nominated. After balloting Brother Herbert An derson was declared the winner hav ing received 12 votes and Brother Hawley receiving 6. Brothers William Kelly and Her bert Anderson were duly sworn in by President C. W. Sickles as Con ference President and Vice Presi dent respectively. Some questions were raised as to territorial boundaries and President Sickles advised maps would be available in the near future. Three locals have recently settled, one with the original Article XI and two with Article XI as amended. Delegate Mulhern reported that an X-ray machine has been installed in the office of Local 32. Newark. N.J., by Dr. Selikoff for the pur pose of continuing his research on the health hazards of our industry. During the delegates' reports President Sickles gave advice and instructions whenever necessary. He also gave a report on the negotia tions with the IDCNA from start to finish, on Article XI. original and as amended. He also reported on his attend ance at the keel-laying of the USS Sam Gompers at Puget Sound which when placed in service will be a .pnaintenance and repair mother ship for.the Aeat at sea. President Sickles concluded his report remarking that the bane of the Construction industry--the" jur isdictional dispute--is still one of the most controversial issues'that must be resolved by organized la bor. This has become recognized to the extent that two full days of the summer Executive Council meet ing of the Building and Construction Trades Department will bt devoted to meetings of the General Presi dents with one. if not the most im portant subject being "JURISDIC TION" and an effort to amend the present or create new procedures to be used--its aim--to correct this cancerous condition within the in dustry. Mem bers should wear respirators, gloves, and long sleeved shirts when work ing with hair felt unless first an alyzed and found to be free of the Anthrax spores. Should the skin become irritated and a pimple or abcess form, be sure to advise the doctor to check for Anthrax as the cause of the condition. Delegate Wood stated that four recent deaths and two disabled members of Local 47 were due to Asbestosis. He^also informed the delegates that the T. B. Society had agreed to alert their x-ray techni cians to look for signs of asbestosis in checking chest x-rays. President Sickles gave a report on craft conditions as he found them in his travels. Mr. Bullough, being one of the "mainstays" in the insulation industry in the West, gave this Conference some of his wise ad vice which he has collected over the years. The keen attention and the applause given Mr. Bullough showed the respect this man well deserves. Mr. Breach has many friends in this Conference, as he has worked with some of our Brothers in one capacity or another for some years. Mr. Breach is being transferred to San Francisco as manager. Mr. Mc- Caffree expressed his opinion on several matters confronting this in dustry. In Mr. McCaffree's remarks it was indicated that there is some doubt, from reports he has received, as to the direct relationship between what we call health hazards because of the materials we use in our work each day and the respiratory and cancerous, ailments which we feel are directly connected to these ma terials. Mr. McCaffree concluded however, that there is need for more research on these points. General President Sickles in a direct rebuttal to Mr. McCaffree's remarks said that evidence beyond a doubt has been established by years of research and study by renowned specialists in this field that our people's life expectancy is greatly reduced because of the materials with which we work. It was pointed out that the Superintendents are cohered in general by Article V. Section 3; thus their time is frozen as of the time they left the trade. A clarification of the problems surrounding Article XI of our In ternational Constitution - and ByLaws was given by President Sickles.
