Interoffice Communication To Wilbur Kolar From Thomas G. Grumbles Date May 24, 1982 Subject ETHYLENE OXIDE INDUSTRY COUNCIL Conoco Chemicals is currently participating in the EOIC. This council was formed in the Spring of 1980 as a Special Program of the Chemical Manufacturer's Association. The objectives of the council are to develop and distribute information regarding the assessment and control of EO in industry; develop scientific and technological data to present to govern ment agencies currently considering regulation of EO to assure reasonable and sound regulations; to provide effective communication of the information developed by the council with other national and international groups; and to take such collective action as necessary to encourage the continued safe manufacture and use of ethylene oxide. To date the EOIC has been effective in avoiding an OSHA Emergency Temporary Standard on EO, worked with EPA to avoid mandatory testing requirements under TSCA Section 4(a), and has commented extensively on OSHA's ANPR for Ethylene Oxide. This activity has been discussed with Du Pont Petrochemicals' environmental group and they decided that this department should continue it's activity on the EOIC. Conoco Chemicals' funding commitment to the EOIC was $20,000 for the first 18 months of activity. Partial payment was made in 1981 and the remainder of $13,333 is due now.
