Dear Mr. Schaefer* Several days ago Mr, Siebenthaler brought to my attention the complaints of various persons that the pres ent small eans used for supplying ETHYL fluid in small quantities are to some degree unsatisfactory. I am told that it is almost impossible to pour the Fluid from one of these cans without a certain amount of spillage down the side. I have seen for myself that it is almost if not quite Impossible to uaie the can repeatedly without having the lit- tie spout contaminated with Fluid and making a considerable smell. , A little later several of these cans in the sealed package were brought to the laboratory and demonstrated to me that there Is frequently a considerable amount of leakage. A group of these cans which were to be used for making a special mix under Mr. Mack's supervision, were opened and it was found that half of the number opened were stained all over the outside can, so that as soon as the outside can was opened there was a very strong smell and vapors were given off under a certain amount of pressure. The inside can showed Fluid stains which varied all the way from a small red spot to a complete coating of the entire inside surface of the sealed can, as well as the entire surface of the small can inside* Considering the fact that these cans are likely to be used by persons who will take no unusual precautions, this seems to me a very serious matter and I bring it to your atten tion in order that you may know about the unsatisfactory char acter of the present package, and in order that we can discuss rather fully the measures which may have been or are to be taken to correct this. I shall be in Wilmington in all prob ability sometime this week, and X shall see to it that I have plenty of time to discuss this matter and any other which you may wish to bring to my attention.
