Hail EED Files SPECIAL MEETING OF ASBESTOS INFORMATION ASSOCIATION/NORTH AMERICA BOARD OF DIRECTORS As requested, I attended the subject meeting on August 11, 1971. The agenda for the meeting is attached - (Exhibit A), as well as, the list of attendees (Exhibit B). Following the introductions and the acceptance of the minutes of the July 7 Meeting - (Exhibit C), there was a request for each member to provide the 1070 Tons of Asbestos Fiber Consumed on the form provided (Exhibit D). This figure is. to be used in estimating the dues apportionment for each member as agreed at previous meeting and the forms were requested to be returned within a week. The discussion then turned to the purpose of the meeting, the proposed National Emission Standard for Asbestos - (Exhibit E>. As stated in the letter, Kenner, Weaver and Zimmerman had coufered on the proposed standards the previous day. Based upon this review they had formulated their comments and proposed position and these, summarized in Exhibit K. were discussed in detail by Ed Fenner. Comments from the group were thrashed out and a consensus recorded by Fenner for use at the August 17th meeting. Nothing discussed stands out as worth calling particular attention to. I made notes for myself on Exhibits and F which may be of help to you. If you have any questions, please call. Passed out as illustrative of cautionary labels referred to in the discussion were Exhibits G and li. It would appear that Fenner et al have a good handle on the entire sur.ject and, with minor suggestions from the Legal and Medical experts, present, should provide an excellent presentation at the meeting on tr.e 17th. By the way, this meeting is not public, as suggested it might be in the letter, but rather a private session between these three experts (who had heipc * ^*ovide f.asic information for the proposed standards) and the EPA staff. 01--0218075 Mr. R. It was stated that "the type of re gulation written was fortunate since it relied on control techniques rather than setting numerical emission standards. " Following the emission standard discussion there was a discussion of future meetings - (1) Report on August 17th meeting, possibly on September 24th, (2) Annual Meeting, possibly that afternoon, and (3) Potential new member meeting, early September. Raines then discussed a TV program involving asbestos andstarringDr. Selikoff to be presented in Canada. The Illinois Proposed Regulations for Asbestos (Exhibit I) were passed out, followed by a one page update of the situation (Exhibit J). There was brief discussion. Finally the Report on Senate Hearings on S-1478 - Toxic Substances Act of 1971, (Exhil.it K) was passed out with little discussion. If you have any questions, please let me know.
