Aft follow-up on our telephone conversations regarding clean-up of aroelors fron our sewage streams, I have written down bom thoughts which you night find useful. These are agr present general ideas on how fast and how far we should go in the ' clean-up. tfe mat realise that when we receive your programs on Nay 9 (verbally or written) and transmit then to the Business Group for comenta, we may be requested to alter the plana considerably. Also, subsequent events nay necessitate changes. 1. Analyses of Usetea for Aroelors Content
Development of analytical Methods for aroelors in water and In sediment la several months ahead of the original schedule. Dr. Tucker advises that Information will be available cm this schedule t a. Results of If. 0. An--nr1oh sampling program - by

written up end transmitted to plants - by Nay lo, 1969. e With both V. 0. Krummrlch and Anniston having electron capture equipment, both laboratories have capability of using Dr. Tucker's method. He advises that chemists familiar with sleetrom capture could be running the analyses st the plants by 1-1/2 - 2 weeks after they receive the written techniques - by June 2, 1969* d. It's obvious that the plants should arrange for sample splitting aoWI test comparisons between the Organic Research and plant laboratories. This should be done in late May or early June. Petermination of atoplor bevels in Becelylng atrams As soon as analytical tsehalques have been worked out in the plants, wa should again check receiving streams (Mississippi River and snow plus Gheseoloeeo Creeks). As soon as we know pretty wall what levels are present In water and sediment --lew our outfalls, we should report the data. The various experts and consultants involved in the aroelor studies can than advise -- to whether or

not * problem exists and we can plan next novas, ,|t o further downstream, sample above our outfall, 90 Into fish testing, etc. In view of tbs urgency of the problem, the repeat campling and testing should be dona In early June so that we know extent of the problem by late Jam.

The general philosophy expressed in the memorandum of January 23, 1969# "Aroelors In Plant Effluent," by me still holds exeept that timing Is now tightened following the San Francisco Chronicle blast and recom mendations of R. L, Metcalf (our University of Illinois consultant).
Work to obtain factual information on loesea and their sources should receive a high priority with a complete listing of sources and masswired amounts published by no later than July 1. Along with the Hating of sources should b# a list of possible abatement projects and _ roughly estimated costs in order of descending priority (pounds of aroelors not sewered per dollar spent).
If you unoover any lose sources which can easily be corrected at little cost, go ahead promptly with the project, Of oeurse, keep an account of any abatement work end the result# obtained.
