Messick Date * March 8, 1982 Subject* SUPERFUND REPORTING At 7:51 p.m. on March 7, 1982, I reported to the Hazardous Response center (800-424-8802) two separate vinyl chloride releases to the atmosphere. Petty Officer Maloney accepted the report. I told him that at approximately 1:00 p.m. on March 6, 1982, high readings were observed on the VCM continuous mon itoring system. Upon investigation, a leaky gasket was found to be the prob lem. The reactor (D-300) was depressured, taken out of service, and the gas ket was replaced. He asked if any other agencies had been notified. I told him that none had been. I told him that the second release occurred at approximately 8:00 a.m. on March 7, 1982. An operator was flushing a vessel with water and the vessel (new module knockout pot) became overpressured and vinyl chloride backed up into a tank (the hot water charge tank), and was re leased from the tank into the air. He asked what was done to stop the re lease. I told him that the flushing was stopped.
