Bruce Dickson SL 063389 California Air Resources Board NOTICE OF PUBLIC MEETIN6 TO CONSIDER THE PROPOSED UPDATE TO THE LIST OF SUBSTANCES FOR THE TOXIC AIR CONTAMINANT PRflSRAM The Air Resources Board (the "Board" or "ARB") will conduct a public meeting to consider an information item regarding proposed changes to the list of substances used for the Toxic Air Contaminant Program. This meeting will take place at the location and time noted below. Date: Time: Place: March 15, 1991 9:30 a.m. Lincoln Plaza Auditorium 400 P Street Sacramento, California The report, titled Proposed Update to the List of Substances for the Toxic Air Contaminant Program. February 1991. presents the proposed revisions to the list of substances for the Toxic Air Contaminant Program, as mandated by Health and Safety Code section 39650 at seq. (AB 1807), and the basis for those revisions. The list is reviewed and updated annually to reflect the progress of substances In the Toxic Air Contaminant Program and newly available information. In December of 1990, the ARB staff notified members of the public of proposed changes to the list of substances. The Board staff also requested the public to submit any new Information or comments regarding the substances on the list as well as the revised category definitions for the list of substances. Based on public comments received and discussions with the Scientific Review Panel on Toxic Air Contaminants and the Department of Health Services staff, the ARB staff has revised the list. The revised list is titled "Toxic Air Contaminant Identification List," dated February 1991 and is Included in the Report referenced above. SL 063390 -2- t The following changes are proposed to the list in 1991: o Move inorganic arsenic, trichloroethylene, vinyl chloride, and chloroform from Subcategory HA to Category I; o Move styrene from Subcategory IIB to Subcategory IIA; o Move inorganic lead from Subcategory IIB to Subcategory IIA; o Move coke-oven emissions from Subcategory IIB to Subcategory IIIB; o Revise the definition of Category II to state "Substances currently under review or nominated for review for identification as Toxic Air Contaminants;" o Revise Subcategory IIA to state "Substances already in the review process;" o Revise Subcategory IIB to state "Substances nominated for review;" o Revise Category III to state "Substances which are being evaluated for entry into Category II (IIA or IIB). Factors considered In this evaluation include carcinogenic and noncarcinogenic health effects, emissions and exposure in California;" o Add Subcategory IIIA which states "Substances known to be emitted in California (includes Hazardous Air Pollutants identified in the Federal Clean Air Act known to be emitted In California);" o Add Subcategory IIIB which states "Substances identified as Hazardous Air Pollutants in the Federal Clean Air Act for which California emissions information is not currently available;" and o Add 170 substances to the February 1990 Toxic Air Contaminant Identification List: 102 to Subcategory IIIA and 68 to Subcategory IIIB. With the addition of the new substances, there are 232 substances on the proposed February 1991 list. Written comments must be filed with the Board Secretary, Air Resources Board, P.0.
