^ffelephone Call fPeronica Burrows, EPA Region III, to J. R. Soice
November 6, 1979
1. Ms. Burrows called to make three comments concerning my October 23 letter to her concerning Freedom of Information Act Requests for data from our Vinyl Chloride file.
A. The statement that all information "with the exception of numerical emission data" is confidential should also have included "or data used to calculate these values".
B. There is no "written list of all inquiries" available. She assumes that I would like a copy of all letters of inquiry. (Yes)
C. There are no "future requests" available.
2. In regards to A, I told Ms. Burrows that our statement, as written, covers our semi-annual reports. She had made her statement based on reports from other companies. She said this might help us on future reports.
. In regards to B & C, it seems that the EPA is making an extremely literal interpretation of anything they receive.
4. Ms. Burrows also stated that this letter would probably become lost in our file and not be followed by her replacement.
5. She will be turning this letter over to lawyers for clarifica tion.
