The Chairman called the meeting to order at 9:35 a.m. 1.0 The minutes of the April 8, 1980, meeting were APPROVED as written. 2.0 Mr. Mooney reported that he had received a request from the CMA legal department that the General Counsel be given the opportunity to be present at all future SPAG meetings. To accomodate this request, future meeting dates were changed to June 17, 1980 (SPAG-5) and July 9, 1980 (SPAG-6). 3.0 Phthalate Esters Dr. Shah reported that the Phthalate Esters Project Panel will probably want to take an advocacy position. If so, they will come back to SPAG with an advocacy proposal. In the meantime, they are following the recommendations previously made by SPAG. There was a general discussion of EPA's Section 5(e) order. Concern was expressed that the government has taken regulatory action on preliminary information out of a CMA 12189? c laboratory. Curtis Smith will make contact with CRAC to discuss comments to EPA on this matter. 4.0 The preliminary SPAG charter, written by the CMA staff, was reviewed. A revised version will be drafted and sent to SPAG members for approval. 5.0 The Special Projects Guidelines were reviewed. Overall areas of concern were discussed, and some preliminary wording developed. Dr. Shah will incorporate his suggestions as well as those of the Group into a new draft for distribution to SPAG.
