Miller, Manager Safety and Fire Protection Dear Mr. Miller; Your request of December 1, 1975 to Williams Lumber Company about 0SHA Standard 1910.93a in reference to Henry #208 Wet Surface Plastic Roof Cement has been sent here for response. The #208 Plastic Roof Cement is an asphalt base product that binds any asbestos fibers into a sticky mass that prevents the fibers from becoming airborne. The product is designed to be used in either dry or wet weather but the fibers are never "dry" being permanently imbedded in an asphalt matrix that keeps them "wetted" and securely bound. In the event that someone would try to drill, saw or abrade #208, their equipment would immediately become gummed up with sticky asphalt and ineffectual. As far as supplying "conclusive air test data" is concerned, OSHA Standard 1910,93a specifies that any tests be performed at the site where the employee works.
