As you requested I have been assisting the people at Assonet In developing a system to simplify the data from the three building monitors and to render it more useful in terms of defining time trends and differences between buildings and locations within the buildings, as well as to identify trouble areas, I believe I have now accomplished my main objectives in this work and would like to report where we now stand.
First, X have constructed a method for analyzing the monitor data to highlight and identify persistant trouble spots and to peroiit comparison of buildings and locations and to detect time trends. I have illustrated this system to Dr. Klebacker and have instructed him in the calculations and interpretation.
Second, when it was detennined by Mr. Chartier that a time-shared computer would be chosen over an in-house mini-computer to condense data and generate reports, X contacted National CSS and arranged a meeting to discuss the use of their service on this job. The result was a proposal by NCSS, a copy of which is attached, to use their RAMIS system to be accessed from Assonet via teletype using punched paper tape generated from the moni tors. Necessary interfacing equipment does not now exist but is being investigated by Dr. Klebacker and Mr. Capuano. The interim approach is to have the paper tape punched manually, and it is on this basis that the NCSS proposal has been accepted at Assonet. I will continue to assist in this work as I am needed and will keep in touch to be sure that everything we can do is being done to provide the plant with information they need.

Dear Mr. Miller:
National CSS, Inc., is pleased to propose the design and implementation of another computerized system tailored specifically to your needs.. This system will be used to monitor, on a day by day and month by month basis, the analysis of Polyvinyl Chloride (PVC) in your three buildings at Assonet, Mass, plant.
The system will be designed and implemented with the following:
1. SYSTEM DESCRIPTION: The system will be designed to accept daily input from three Gas Phase Chro matographs (GPC's) in your three buildings via paper tape. The sytem will validate the input via a pre-edit input program and add it to a RAMIS data base. RAMIS is the proprietary manage ment information package that will be used for this system. It allows you easy access to your data.
2. REPORTING REQUIREMENT: Two reports with an option for a third will be generated on a daily basis (appendix A,B,C). Report 1 will consist of a data input tabulation, Report 2 (optional) will be a graphical display of the summarized daily data and Report 3 will be an exception report based on user supplied input criteria. In addition, RAMIS will allow the user to create ad-hoc reports with ease.

3. DATA BASE REQUIREMENTS: There wiil be two files within the RAMIS data base. The first will keep an accumulation of the entire previous months data plus the current month to date, the second file will keep summarized monthly data for an in-definite period of time. The two files within one data base will be designed and created by NCSS personnel after the input data has been prepared and loaded into the computer by Olin personnel. Daily maintenance and reporting will be done by Olin personnel.
4. IMPLEMENTATION SCHEDULE: Upon acceptance of this proposal, NCSS will design and create the data base, reports, and pre-edit programs. This phase should take about ten days, costing approximately $100.0
5. OWNERSHIP: The computer programs developed for editing the data, and the data itself become the property of Olin. RAMIS remains proprietary to NCSS and Mathematics. Source programs and listings will be made available by NCSS at the completion of the project.
6. PROJECT COMPLETION: At the time when this system produces a complete set (three reports) of acceptable reports it will be considered completed. If any programming problems ("BUGS") occur after completion, the programs will be corrected without charge.
7. SYSTEM DOCUMENTATION: The pre-edit program and the modules used for your various reports will be documented in two ways. First it will contain an explanation of the program and modules and then an explanation, in detail, of how they are used.
8. ESTIMATED MONTHLY COST: SEE appendix D.

TOTAL MONTHLY COST
The above figures are based on a 22 day month.
1. If the reports are of a large volume they can be printed at our Stamford data center and mailed the next day. This could reduce costs considerably.
2. This estimate could be high or low, based upon the users familiarity with the system.
