Tvhile he knows this is going on, I gather he does not know the quantities involved, nor the indicated type of blending equipment. For Standard Oil Company at Bayway, Shell Oil Company at Wood River, and possibly one or two others, small drums on scales (plans available here) would seem logical and safe equipment. A point on this matter to be settled is, I think, whether we should classify such installations as blending plants. Personally I think we should, and believe if you can arrange medical examinations it would give us some supervision over what appears a little break in our protective armor. There is an increase in the use of cans from year to year. A compilation for 1912 and 1913 is attached.
