Wright, M.D. A new law in the United Kingdom entitled "Health and Safety at Work, etc. Act 1974" requires that: (a) all descriptive and technical literature for asbestoscontaining products have an informational type warning notice. (b) all order acknowledgement forms have a similar informational notice. (c) asbestos-containing products carry a warning label. Requirements (a) and (b) become effective April 1, 1975. The effective date for product warning labels has not been established. I enclose a copy of a Turner-Newall, Ltd. internal memorandum which, describes the procedure they are proposing for the asbestos industry in Great Britain. The requirements of the "Health and Safety at Work Etc. Act 1974" have been discussed with the Legal Department and the International Division. As a result of these discussions we have recommended that the following procedures be followed by J-M in Great Britain. (1) Effective April 1, stamp on all technical literature and on the order acknowledgement, an informational notice with this warning: "This product contains asbestos. In common with all asbestos containing materials, it is subject to the requirements of the Asbestos Regulations 1969 and the Health and Safety at Work etc. Act 1974. Labeling Review Committee Page 2 March 3/ 1975 Certain operations with these materials require precautions to be taken to insure that they will be safe and without risks to health when properly used. The publications of the Asbestosis Research Council which describe these precautions can be obtained direct from the Environmental Control Committee of the Council, 114 Park St., London W1 or from Johns-Manville." (2) Effective on a date to be set by the Secretary of State, United Kingdom, all asbestos containing products carry a warning label identical to that used on the same product in the United States. We have also recommended that our London Office: (a) review these proposed procedures to be certain they agree with the recommendations of the Asbestos Information Committee, Great Britain.
