You will notice that we are going to change to a yellow drum with appro priate warning notices printed on the drum in seven (7) languages. The type of container will remain the same for both the 55 and the 30 gallon drums which we are now using. In addition to the drum change you will notice there is a request for a notice on the bill of lading, on the order acknowledgement and on the invoice. I am told that our computer which enters the orders and cuts the invoice notices is not presently capable of printing the bill of lading notice and the invoice notice on the proper copies of the order set. The order acknowledgement is being handled by Bill Maddox and is no problem. Wayne Surbaugh is aware of the requirement for the invoice and will determine how this can be done. I'm in hopes that in doing this he may come up with a method of getting the proper information on the bill of lading. If this is not possible it will then be necessary for the plant, with the assistance of Mr. Hasten, to develop a method of getting the proper information on the bill of lading. At this time I feel there is nothing the plant can do until Mr. Surbaugh has looked at the possibility of providing the information on the order set as it is conceived at the plant. It is desirable that you know that these changes are in process and it may be necessary for the plant to take action on the bill of lading copy. Mr. Sido is working with personnel in the Corporate Distribution group to arrange for the proper printing on the drums. Obviously the plant will have to order the drums pai ` ' 1 printed to Mr. Sido's specifications when those ar tble. We reached agreement on: (a) Drum Types MCL will use yellow drums with the label notice on PCBs lithographed in black. The product label (le. Aroclor type, weight, etc.) will be stuck onto the drum above the lithographed section. MICC will follow MCL's procedure in that we want to avoid Inventory of domestic and export drums. If we lithograph the warning notice In 7 major languages we won't forget to attach a warning notice for export. (Note: SMP Re yellow drums for M.I.C.C. what does that do to us regarding Westlnghouse - Canada.) STAPLETON \ This memo confirms arrangements were made with Orville Mueth and Walter Parker at the Krummrich Plant on Thursday, March 23, to put PCB leak and spill labels on both sides and both ends of each of the 60 tank cars. The labels will be protected from defacing by covering with heavy duty, clear Mylar. The labels will be placed as shown on the attached tank car diagram. The label text is as shown on the attached 4" x 10 3/4" layout. Krummrich has 1,000 of these printed labels. All of these PCB tank cars leaving the plant after March 23 will be marked in this fashion. In addition to the above permanent markings, we are simultaneously initiating a bulk load labeling program for PCB shipments. The attached labeling Bulletin No. 8 gives a complete description of this plan. I believe it is unique in that it utilizes existing product labels and packing information envelopes and requires inventory only of a roll of Valeron film to provide plants with essential ingredients for implementation. The first thing we wish to assure ourselves of is the suitability and durability of the Valeron film. We expect it to withstand the weather and abuse of flapping in the wind at high speeds. To confirm our confidence, I am asking that on each shipment for the next three months that a self-addressed, stamped, return envelope be included in the packing information envelope along with a request that the recipient return the label tag in the envelope so that we can be sure that it arrived in good condition. At the outset, this bulk load tag program must be a Hl IO NI V I I - f t * NEV 025049 738304 -2- test and we must establish confidence in its ability to with stand the transport rigors. I suggest Marketing alert the purchasing agents of companies to which shipments are made and enlist their follow-up to be sure that the tags are returned for this examination. A packing information envelope, if needed, is attached to the back of the same plastic sheet.
