The Division of Drinking and Ground Waters and Division of Surface Water at the Ohio
EPA Southeast District Office have completed a review of
INTER-OFFICE COMMUNICATION
DuPont's "Ohio River Sampling
Proposal for the Washington Works Facility and the Letart Landfill", The following
comments are Ohio EPA's recommendations for additional samples to more thoroughly
define the extent of C-8 In the Ohio River.
1. The Ohio EPA recommends sampling the bottom of the water column at the selected location approximately 3 miles upstream of the DuPont facility near river mile marker 185.5. This additional bottom sample would provide an upstream or background sample to compare to bottom samples along the Washington Works Facility. If bottom samples along the facility detected C*8, then a determination can be made If there is any contribution
from an upstream source.
2. The Ohio EPA recommends sampling the bottom of the water column at one of the two sites located 1.5 and 3 miles downstream of tha facility. Thia bottom sample Is recommended to evaluate the mixing of C-8 vertically throughout the water column as it moves downstream from the
outfalls.
3. The Ohio EPA recommends that an additional sample location be added downstream of the Washington Works Facility near river-mile marker 192.5.
This location should be placed near the West Virginia bank In case the
discharge from Outfall 005 (1.5 miles upstream) does not mix to midstream.
4. The Ohio EPA would like to confirm that field parameters such river water temperature, wind direction and speed, and stream discharge will be

collected during the sampling event to evaluate the conditions that may affect the distribution of C-8. Also, it is Ohio EPA's understanding the outfall will be sampled for C-8 prior to and during the sampling event.
