Nisbet J. W. Kongable Subject: VCM - Monsanto Mexicana Overseas Sales has made a request to limit the polyrate of VCM shipped to Monsanto Mexicans to 5.6 dilatometer. We will do our.best to accommodate this request by setting aside any car which through abnormal process variation falls below 5.6. However, since with normal process capability we do not produce such low polyrate material, it is unlikely such material will be available when a shipment to Mexico is desired. Your letter states that Monsanto Mexicans has had no particular problem with 5.9 dilatometer VCM. If this is the case, recon sideration of the request to limit the polyrate to 5*6 seems appropriate. A coordinated effort has been under way for several months between the -Texas City VCM department and the Springfield PVC department for improvement of quality of both VCM and PVC. It Is suggested that the group responsible for requesting this limit on the VCM shipped to Monsanto Mexicana consult with Mr. Clark for a better undersbanding of the need to reevaluate this request. Consultation with the PVC department on use of >5.6 dilatometer VCM is also suggested. In the immediate future we would expect to have available VCM of minimum polyrate in the I'ange of 5.8 to 6.0. If Springfield Is successful in current trials of use of higher polyrate VCM, our near future capability wall most likely be in the 6.3 to 6.7 range.
