Section I - INTRODUCTION
Warren American Oil Company, LLC / Chapman Lease Inspection Date: 04/03/2018
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Warren American Oil Company oil and gas facility located at the latitude 36.83895 and longitude -96.500343 near Pawhuska, Oklahoma on 04/03/2018 for an unannounced inspection. No representatives of Warren American Oil Company were present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is known as the Chapman Lease. The inspection was conducted as a follow up to determine compliance with the Clean Water Act and enforcement actions EPA has taken in response to a spill that occurred on October 30, 2017.
Section II - OBSERVATIONS I conducted a creek survey of a tributary of North Bird Creek, which had been contaminated from a previous produced water, or brine discharge. I took Total Dissolved Solids (TDS) readings with a YSI 30 Pro Conductivity Meter in various locations along the tributary. The upper portions of the tributary near the point of discharge from a flow line ranged from 950 milligrams/Liter (mg/L) to 1,200 mg/L. The lower portions of the tributary less than 0.5 miles downstream from the point of entry into the tributary ranged from 1,200 mg/L to 1,800 mg/L TDS.
Section III - AREAS OF CONCERN One area in the downstream portion of the creek survey had some elevated levels of TDS in the tributary. These concerns were expressed to the operator by the EPA inspector.
