No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with EPA regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the C&R Production, LLC / Reynolds #10 SWD and Reynolds 1-2-3 facility. The Reynolds #10 SWD tank battery consists of two (2) storage tanks, one (1) open-top wooden tank, and one (1) pump. Reynolds 1-2-3 tank battery consists of two (2) storage tanks. Section II - OBSERVATIONS I observed the facility, associated signage, and secondary containment with storage tanks; see Appendix 1 (Photograph Log), see Photos No. 1 and No. 2 for Reynolds #10 SWD and Photos No. 3 and No. 4 for Reynolds 1-2-3. For additional GPS location and photo metadata, see Appendix 1. I observed uneven or low spots on the containment berm at the Reynolds 1-2-3 tank battery, see Photo No. 4. At the Reynolds #10 SWD tank battery, I observed a wooden, open-top tank without a net, see Photo No. 5. I also observed an injection well pump leaking, see Photo No. 6. Inside secondary containment, I observed loose oil and salt, see Photo No. 7. At the Reynolds #10 SWD tank battery, I observed an uncapped, open drainpipe for y containment, see Photo No. 8. There appeared to be drainage area with loose salt from the open drainpipe, see Photo No. 9 and No. 10. Section III - AREAS OF CONCERN No closing conference was held due to no personnel from C&R Production, LLC present during the inspection. The area of concern at the Reynolds 1-2-3 tank battery was the uneven and/or low spots on the containment berm. At the Reynolds #10 SWD tank battery, areas of concern include the open-top tank without a net, the leaking SWD pump, the open drainpipe for secondary containment, and the loose salt in the drainage area.
