Your name was submitted as a possible participant on this Committee. A number of concerns were also expressed by several members of the Institute concerning the function of the Committee and its effect upon the Institute. After obtaining a legal opinion from the Institute counsel, reviewed by the Board of Directors and a careful reading of the Institute Constitution, it was decided that the Committee function to "Recommend" Rivet Patterns was not in the best interest of the Institute. It also did not concur with Article II, Section d of the. Institute's Constitution which reads in part: The object of this Institute shall be to collect, assemble and disseminate to members of the said industry, scientific, engineering, technological, statistical and other relevant information... The decision to disband this Committee was made by the Board of Directors at the 1990 June Annual Meeting on June 11th and presented to those members present at the Membership Meeting on June 12th. This decision is detailed in the Minutes of the Membership Meeting which will be distributed shortly. In checking OEM samples of 04495-12181, 04495-12130 and 04495-12060, we have found that these three sets have shoes that match the configuration on your S-635 print. We do not have OEM samples of the original 04497-12010 set. We believe that it does match the original FMSI 372 configuration because about 50 percent of our used shoe cores were found to match the original 372 and about 50 percent of our used cores were reported to match the S-635 configuration. The question for the FMSI on this matter is, do we wish to reassign a new S-635 shoe for applications back to 1975, or should the 372 shoe have notes added to the illustration to indicate a design change occurred in 1975 which is interchangeable with the 372 shoes produced prior to 1975. I lean towards keeping the 372 designation for the newer applications (75-90). This is, however, a matter which other FMSImembers may have differing and more significant views on. Your information is also correct which indicates that the 04495-30040 shoe set is not used on 1989 Toyota Camry as indicated on our 89-3527 data sheet. The correct Toyota part number for the rear shoe set on 1989 Camry should be 04495-32021 based on a recheck of OEM cataloging information. In regards to the shoes which were inadvertently given the FMSI-S611 assignment based on our previous application data, we agree that the S611 assignment should be cancelled. The shoes in the 04495-30040 set were functional equivalents of the FMSI 387 shoes except indented shoe rides were used in place of the original lanced type shoe ride. As this appears to be an OEM service product change, current FMSI policy does not allow for the recognition of this change. The D251 steel shows a length dimension of 89.0 mm (3.50"), copy of drawing attached. However, both the new-sample 89-3541.1 and the old sample 82-391.2 measure 89.7 mm (3.53"). Could you check your manufacturing drawing to verify the length dimension on the D251 steel? I have just encountered the same situation on your item 89-3541.2 Porsche 951.351.939.04. Your sample measures (with Verniers) 3.846" - (3.85 rounded to two places) or 97.7 mm. Could you check your manufacturing prints for your 7238-D345 set for the length dimension? Also, your item 89-3541.3 Porsche part 928.351.939.04 measures 5.185" (5.19 rounded). The referenced part 7262-D372 is shown as 5.16 length. Looking at the Porsche materials, the three samples of Textar T400FF and Textar T426FF, they do not fit what has been seen domestically as semi-metal lic with the major ingredients being steel wool and iron powder. An affirmative action compliance program shall be part of the manpower and training plans for each new establishment and shall be developed and made available prior to the staffing of such establishment A report of the results of such program shall be compiled annually and the program shall be updated at that time. This information shall be made available to representatives of the agency or Director upon request and the subcontractor's affirmative action program and the result it produces shall be evaluated as pan of compliance review activities. D. EQUAL EMPLOYMENT OPPORTUNITY REPORTING REQUIREMENTS (applicable to orders amounting to $10,000 if Seiler has 50 or more employees) 1. However, I lost my notes on this and am not sure. In any event, it appears that Audi/Volkswagen did offer semi-metallic discs on the following FMSI assignments: 7031-D96 7032-D96 7044-D110 7045-Dill Volkswagen is offering semi-metallics for these applications in service. Whether they were semi-metallics for original equipment at original installation, I am not sure. Also, I'm not sure of model numbers and years, but I assume they are offered for all models taking these FMSI Numbers since that time. I actually believe that Volkswagen (and Audi) had a life problem with their original equipment linings in the years from around 1975 on, and they may be offering semi-mets for service, even though not original equipment in those years. "Tire dealers and retreaders will be treated to a convention program which zeroes in on helping them increase prof its and cut costs in their operations," said convention co-chairman, Harold Becker. NIASE November 1979 test dates set NIASE automobile mechanic certifi cation tests will be held November 13, 15, 17, and 20, 1979. Tests on Tuesdays, November 13 and 20, and Thursday 15, will start at 7 p.m. On Saturday, the 17th, the tests will start at 8:45 a.m. Heavy duty truck tests are scheduled on these dates also, except for Saturday. Both the body repair and painting and refinishing tests will be held Saturday morning. Edmisten stated, "This is a substantial step toward protecting the public from un ethical and dishonest individuals who overcharge, make unnecessary repairs, do inadequate work, or all three." Western Auto is recalling 3,000 single-arm floor jacks, after a report that one had failed. The jacks were put on the market in February 1978, and those remaining on the shelves were re moved in mid-May. The company re ported no injuries due to the failure of the jack. I'm writing at this time to advise that at that meeting the Board voted to increase the dues level by about 10% for the 1979-80 fiscal year. For the Guardian Corporation, this would mean an increase from what I had projected as $1,700 per year to $1,850 per year. In my letter of March 19th, I indicated the contact work we do with the various State and Federal regulatory authorities and associations. We also gave information on our publications which are used widely in the friction materials business. I believe you are familiar with these. We also passed on some information concerning the methods of application for membership as well as the fee schedules. In our conversation you asked about other services. I will try to cover some of these in this letter. Prints for linings and shoes The Institute contacts original equipment lining, brake and vehicle manufacturers for Information concerning the brake linings and clutch facings used on both domestic and imported vehicles. We establish new FMSI numbers as new releases are made. Recently we made a release of a new number for the Ford Mustang/Capri which was introduced in 1979. Right now we are gathering data on the new General Motors X body cars which will be released in April of 1979. Generally we provide drilled brake lining prints for both drum and disc brakes for all domestic passenger cars and light, medium and heavy trucks. We maintain files of these lining prints at the Institute and provide our members with copies. When a new release is made we provide copies of the print to each member depending upon the categories in which he is involved. In your case, with disc brake linings, we would send along copies of new disc brake lining prints as they are released. Similarly, if you were in the drum brake lining business we would send along copies of new prints in that area. To indicate two recent FMSI assignments we are enclosing copies of prints for our FMSI 7070A which is used on General Motors intermediate cars starting in 1978, and copies of FMSI 7072A which is used on Ford Fairmount/Zephyrs starting in 1978. FMS115436 Mr. Norman Morse The Guardian Corporation -2- April 2, 1979 When we are involved with imported cars, most of the disc brake linings are integrally molded and we provide copies of prints that we gather. Many of our prints were originally prepared by the Certified Division of Lear Siegler based on measurements of materials selected in the field. Most of these prints, of course, are not original equipment prints. Further, we provide illustrations of brake shoes (both drum and disc) as used on most hydraulic brake systems. We also have information on some disc brakes on heavy vehicles. In some cases, the steel brake shoe prints for disc brakes do not cover all details of the shoe necessary for a manufacturer. In some cases, critical dimensions have been blocked out by the brake manufacturer or other party who provided the print. We provide these prints to the members on order and they are usually 8-1/2 x 11 sizes. Where a member needs additional prints over those that are sent as new releases, these are provided to a member at the price of $.75 per print. These prints are just about all 8-1/2 x 11 size. Where there are questions concerning prints, print dimensions or perhaps ambiguous dimensions on the prints, the Institute attempts to answer the question. An Active Member of the Institute has access to all this information on brake linings, clutch facings and shoe prints. Catalogs As you are aware, the Institute publishes an Automotive Data Book and a Brake Shoe Identification Catalog. The Automotive Data Book is published in the odd year so we will be putting out a 1979 book. The Brake Shoe Identification catalog is published in the even year so our last one was our "1978 Brake Shoe Identification catalog." In the off years, we publish supplements so that we are publishing a supplement to the Brake Shoe Identification Catalog in 1979. In other years we have published additional catalogs such as a recent "1979 Brake Block Identification Catalog" and a recently published "Friction Materials Work Practices Guide" which has suggestions for coping with asbestos regulations in the brake shop. All catalogs are available to our members at a price slightly over cost. Slightly "over cost" includes an allowance for illustrations, author alterations, and excess copies printed by printer when we have to absorb an overrun. All members are, of course, entitled to order these catalogs at the time of printing. If there are copies left in stock after the original printing we can provide members with additional copies on a first come, first serve basis. Many members use this catalog in merchandising their products and some members order the catalogs without our cover for insertion in their own catalog. When it is time to order catalogs, we solicit orders from the individual members and these orders are placed on the printer who then bills the member directly for the copies. Copyrights and Trademarks The Institute permits members to use the copyrighted catalogs and the contents thereof including the numbering systems in marketing their products. Sales Statistics Program We also have, as I believe I mentioned to you on the phone, a fc&storical sales reporting program where members report in unit sales of their drum brake linings, disc brake linings, brake blocks and clutch facings to independent certified public accountants. The accountants gather this information and report quarterly to the Membership on total sales in these four categories. This information is apparently helpful to marketing people in projecting market penetration and sales statistics of that nature. Active members of the Institute are eligible to participate in this program. Participation is voluntary but only those who report figures receive copies of the accumulated data by our accountants. As I mentioned to you we publish what are termed technical bulletins as new brake linings, brake shoes, clutch facings and the like are released. When we release a new brake lining they are covered in our pink data book bulletins. I'm enclosing a copy of our Data Book Bulletin #282 of last November in which several new disc brake llningB were released. The application information is included in the technical bulletins and when these bulletins are distributed copies of the new prints are similarly distributed to one party at each of the members. I've enclosed also a copy of a shoe bulletin because many people in the disc brake field market their shoes using the FMSI lining-shoe number such as 7027-D-91. Some people use the FMSI lining-shoe assembly number for marketing products; others use just the steel shoe number; still others use the lining number only. Of course, others use their own numbers, but the FMSI numbers are widely used throughout your industry. I mentioned that we have annual meeting, usually in a resort area, which this year would be the Ocean Reef Club at Key Largo, Florida. At the Annual Meeting (ordinarily held in June) both the Board of Directors and the Membership meet to go over problems of the industry and make recommendations as to Institute activities for the ensuing year. It is at this Annual Meeting that members are able to give input to the Institute as far as the type of services that they need. Still further, depending upon interest in the Institute, members are asked to serve on some committees. In addition, to our Technical Committees, we have other committees which help organize and operate the Institute. If a member feels that he has important input in a certain area he is usually asked to serve on a committee in that area. I hope the foregoing is of help in reviewing the activities of the Institute. Assuming that Guardian is now manufacturing friction materials in commercial quantities your company would be eligible for membership in the Friction Materials Standards Institute. Most of the United States manufacturers of friction materials are Active Members of the Institute. I've enclosed a small booklet concerning membership and activities of the Institute. This booklet was printed in 1974 and is not necessarily up-to-date but it gives some idea of the types of membership and the activities of the Institute. The Friction Materials Standards Institute has worked with most of the governmental agencies as regards regulations on brake linings. We have worked with the Vehicle Equipment Safety Commission (VESC) and the American Association of the Motor Vehicle Administrators (AAMVA) as regards state requirements for friction materials. We also, of course, have been in contact with regulatory authorities in Washington such as the National Highway Traffic Safety Administration (NHTSA) who are responsible for what may be some new requirements for replacement brake linings in the automotive aftermarket. We also, of course, have been in contact with Occupational Safety and Health Administration (OSHA) and the Environmental Protection Agency (EPA) as regards regulations on asbestos. We have given input to these regulatory authorities and have passed on to our Membership some of the require ments of these agencies. We have also worked with an Industry associa tion (the Asbestos Information Association) as regards asbestos regulations or activities relative to the friction materials industry. We have given input to the AIA and have passed on information that they have gathered to our members as well. We publish an "Automotive Data Book" which includes information on brake linings and clutch facings as well as a "Brake Shoe Identifica tion Catalog." Of course we have FMSI number assignments for brake linings, brake shoes and clutch facings which are widely used throughout the industry. The catalogs and the excerpts from the catalogs are copyrighted by the Institute and FMS and FMSI are registered trademarks of the Friction Materials Standards Institute. Many manufacturers find the MSI catalogs, systems and numbers most helpful in merchandising their products. Upon request of a member, the Institute has given permission to their customers for use of FMS and MSI numbers, as well as the catalogs and information published by the Institute. I believe that the Guardian Corporation is eligible for membership based on production of disc brake linings. If that were the main item manufactured by the Guardian Corporation the current annual fee level for membership would be $1,700. I must indicate that the annual fee is based on a formula with a $1,050 base figure plus $650 for each of the categories in which a manufacturer participates. For example, if you were participating in the brake lining section only (which would include disc brake and drum brake linings) the membership would be $1,050 plus $650 for a total of $1,700. The other categories are brake blocks, clutch facings and new unlined brake shoes. If you were interested in applying for membership in the Institute you should complete the application form and send it on to the Institute. For a new Active Member there is a one time initiation fee of $1,000 which check should accompany the application. This is a one time initiation fee and does not apply to the regular annual fees. The Institute works on a July 1 to June 30 fiscal year and, of course, we are now coming toward the end of the 1978-79 fiscal year. While I expect that the dues will be maintained at the same level for the 1979-80 year that is something that is resolved by the Board of Directors. The Asbestos Information Association (AIA) put on a most professional meeting in Washington on February 4, 1976. As you are probably aware, OSHA has extended the period for comments to April 9, 1976. At this AIA meeting, it was decided if a time extension was officially granted, that Roy F. Weston, Consultants to AIA, would extend their study from "primary" manufacturers (those introducing asbestos into the product) to "secondary" and "Consumer" sections. Wagner Electric would be a large "secondary" manufacturer. If Wagner Electric is contacted by the Roy Weston organization, I urge that you give them your full and candid cooperation.
