Your name was high on the list and specifically noted as a major contributor. On behalf of the Officers, Board of Directors, Membership and myself, I would like to thank you for your excellent work. One can only hope that all members of the Institute would be as cooperative and forthcoming with data as you, however, in any group there will be leaders and followers. Through the efforts of your company and more specifically your contributions, you are definitely one of the leaders in the industry. As we start into the gathering of 1994 data, we look forward to your continued excellent work. Again, I would like to add my own personal thanks for your cooperation. The Data Book and Technical Committee Reports are in Section 8 of both booklets. The report is partially generated by the new part and catalog information supplied by me. The report is given twice, at the Board of Directors Meeting and at the Membership Meeting. Technical Committee Chairmen (Data Book, Brake Performance and Health and Environmental Affairs) attend all functions at the Annual Meeting. With the current schedule the functions are: Friday - Reception - Officers, Directors & Technical Committee Chairmen Saturday - Board of Directors Meeting Reception - Members Sunday - Membership Meeting Reception and Dinner - Members Monday - Membership Meeting Look over the reports. As Chairman, you can paraphrase Doug's Report or put things in your own words. Probably the hardest part (or at least it is for me) is standing at a microphone in front of 40 or 50 people and reading the report, but, it can be done. Think it over and let me know if you would be interested in taking over the Committee replacing Doug Willsie. This listing is intended to replace the "SemiMetallic" Bulletin which we traditionally have published in February. Since we will no longer be making the arbitrary decision of is it semi-met or not and no longer publish a "SemiMet" Bulletin. Obviously this is not a complete list of all O.E. numbers that correspond to FMS assignments with the edgecode, but we have tried to get all the information we had in our files into this list. There are a few areas where we do not have either the O.E. part number of material type. These are marked with "N/A". Knowing that you have a wealth of history in your files or parts room could you take a look at those areas where we have "N/A" and give us what you have to fill in the holes. We will be distributing this listing in February to all Delegates and Alternates in place of the "Semi-Metallic" Bulletin. So if you could take a look for the missing information at your convenience it would be appreciated. Thank you. Your name was submitted as a possible participant on this Committee. A number of concerns were also expressed by several members of the Institute concerning the function of the Committee and its effect upon the Institute. After obtaining a legal opinion from the Institute counsel, reviewed by the Board of Directors and a careful reading of the Institute Constitution, it was decided that the Committee function to "Recommend" Rivet Patterns was not in the best interest of the Institute. It also did not concur with Article II, Section d of the. Institute's Constitution which reads in part: The object of this Institute shall be to collect, assemble and disseminate to members of the said industry, scientific, engineering, technological, statistical and other relevant information... The decision to disband this Committee was made by the Board of Directors at the 1990 June Annual Meeting on June 11th and presented to those members present at the Membership Meeting on June 12th. This decision is detailed in the Minutes of the Membership Meeting which will be distributed shortly. In checking OEM samples of 04495-12181, 04495-12130 and 04495-12060, we have found that these three sets have shoes that match the configuration on your S-635 print. We do not have OEM samples of the original 04497-12010 set. We believe that it does match the original FMSI 372 configuration because about 50 percent of our used shoe cores were found to match the original 372 and about 50 percent of our used cores were reported to match the S-635 configuration. The question for the FMSI on this matter is, do we wish to reassign a new S-635 shoe for applications back to 1975, or should the 372 shoe have notes added to the illustration to indicate a design change occurred in 1975 which is interchangeable with the 372 shoes produced prior to 1975. I lean towards keeping the 372 designation for the newer applications (75-90). This is, however, a matter which other FMSImembers may have differing and more significant views on. Another possible way of handling the transaction would be for the Institute to have Tweddle invoice us for 1,000 of your 1990 Catalogs and invoice you for the balance of your order. We could handle this when the orders are sent to Tweddle. We are audited annually and I would like to keep the books as clean as possible. I would have difficulty explaining the appearance of 1,000 Catalogs at no cost. I feel that when the 1990 Catalogs are published some demand for the 1988 Edition may be generated because there are over 100 entries in the 1990 book which say "see 1988 book" for deleted items due to our 14 year window. Let me stress, again, that the Institute wants to pay for the Catalogs. We can handle it with an invoice from Wagner for the Catalogs or an adjustment in the billing for the 1990 Catalogs. Please let me know which way you want to proceed. That is provided you can spare the 1,000 1988 Automotive Data Books. After reviewing your question with our sources at Chilton, we were advised that the 04492-22090 (FMSI 7319-D432) set is only used on rear Cressida applications. Your information is also correct which indicates that the 04495-30040 shoe set is not used on 1989 Toyota Camry as indicated on our 89-3527 data sheet. The correct Toyota part number for the rear shoe set on 1989 Camry should be 04495-32021 based on a recheck of OEM cataloging information. In regards to the shoes which were inadvertently given the FMSI-S611 assignment based on our previous application data, we agree that the S611 assignment should be cancelled. The shoes in the 04495-30040 set were functional equivalents of the FMSI 387 shoes except indented shoe rides were used in place of the original lanced type shoe ride. As this appears to be an OEM service product change, current FMSI policy does not allow for the recognition of this change. Wagner Division Cooper Industries, Inc. 1848 Craig Road St. Louis, Missouri 63146 FMS115364 WAGNER COOPER INDUSTRIES JMM-89-129 Page 2 of 2 One other item noted on our review of the 387 versus S611 shoe assignment was that the last published illustration of the 387 shoe only shows two shoe rides on the shoe table edge. There are actually three lanced shoe rides on each side of the table. We do not have a FMSI print of the 387 shoe to determine if the center shoe ride is also missing on the FMSI print. If it is, we can provide a sample 387 shoe to enable the drawing to be updated. Thanks for bringing this problem to our attention before it adversely affected our cataloging and we regret the inconvenience this has caused the FMSI. The first involves 89-3527-2, the rear pads for Item 1 - Cressida, Truck 4x2, 1/2 ton w/ long & extra long bed. One member has checked the O.E. micro-fiche for rear caliper and pad set for the trucks and can find none. He // also checked with the dealer and they have no listing for a rear disc on the truck. He also just bought a 1989 Toyota truck so he is familiar with the vehicle. He said the Cressida listing is OK. Would you please double check your sources and advise before we issue a correction. or i/ /fO The second question concerns 89-3527-4, the rear shoe for a 1989 Camry Two shoe suppliers say P/N 04495-30040 is an old shoe for Toyota Crown 1968-1972 - FMSI 8108-387. Copies of their inquiries are attached. Util says the 1989 Camry rear is P/N 04495-32020/1 - FMSI 1385-587 a carry over from 1988. We are currently working on your latest shipment of new parts and have en countered a question that you can probably answer. We are working on your item 89-3541.1 Porsche 944.351.951.02. While there are significant differ ences in both pad and steel to use new numbers for both a question came up on the size of the D251 steel. The D251 steel shows a length dimension of 89.0 mm (3.50"), copy of drawing attached. However, both the new-sample 89-3541.1 and the old sample 82-391.2 measure 89.7 mm (3.53"). Could you check your manufacturing drawing to verify the length dimension on the D251 steel? I have just encountered the same situation on your item 89-3541.2 Porsche 951.351.939.04. Your sample measures (with Verniers) 3.846" - (3.85 rounded to two places) or 97.7 mm. Could you check your manufacturing prints for your 7238-D345 set for the length dimension? Also, your item 89-3541.3 Porsche part 928.351.939.04 measures 5.185" (5.19 rounded). The referenced part 7262-D372 is shown as 5.16 length. Could you check your manufacturing prints for your 7262-D372 for the length dimension? Looking at the Porsche materials, the three samples of Textar T400FF and Textar T426FF, they do not fit what has been seen domestically as semi-metal lic with the major ingredients being steel wool and iron powder. Therefore, we classified them as "organic (High Metal Content)". Thank you for your assistance. Sincerely, FRICTION MATERIALS STANDARDS INSTITUTE G. N. Laycock Executive Director GNL/dr Enc. This consists mostly of the 20 copies each of the various Bulletins that are sent to me for distribution among Wagner personnel at the different locations who have need for them. It has been a pleasure working with you over the years. I remember when you joined the FMSI and also remember when Harriet Duschek visited us some 20 or more years ago. I have been with Wagner almost 36 years; however, it seems but a few years. I sincerely hope that you and John Mayer will continue working out the day-to-day problems as you have in the past. April 22, 1988 Ms. Vi Lomando Wagner Division Cooper Industries 1848 Craig Road St. Louis, MO 63146 Dear Vi: Your letter of April 15 came in yesterday, while I was at an SAE meet ing in Atlantic City. As I am just in the Office today before I start my vacation, I was pushing one letter after another aside. I thought at first you were telling me that Jack Kourik was retiring, which I knew. Then I looked at the bottom of the letter and saw it was you that was retiring. I came in the brake business (with Bcndix in 1948). I had dealings with many at Wagner since that time. You people in St. Louis have always been such help to me with such a nice level of competence and decency that it's hard for me to believe that you and Jack and others, at Wagner are now retiring. Thank you for your help in handling the Wagner Membership and taking care of distributing our paperwork. My very best to you in your retirement, and thanks again. If we can be of any help on carry-over applications, please advise." This is an offer I can't refuse. In prior years I was able to go to Bendix Aftermarket and go over all their microfiche on imports, and this was the way I brought my carryforwards up-to date. I no longer have that source. I have attached six pages of import part numbers, applications and FMSI Numbers, most of which are my 1986 application data. Some are back to 1985, but these are noted. This is quite a package I've enclosed. If you could go over them and note the carryforwards to 1987 (and to 1986 for the 1985 data) it would bail me out. Even if you can only review parts of this data, anyting I get is better than what I have now. And I still don't have a new source for reviewing the microfiche that I did at Bendix. Your offer is most appreciated. Sincerely, FRICTION MATERIALS STANDARDS INSTITUTE E. W. April 15, 1987 Mr. Tom Rokos Wagner Division Cooper Industries 100 Misty Lane Parsippany, NJ 07054 Dear Mr. Rokos: In following up on the Institute's Historical Sales Reporting Program (or Sales Statistics) I have contacted Bob Foscaldo at Guardian, in Brighton, Massachusetts, in the past. He formerly had provided our Accountants with the sales data on disc linings sold by Guardian. He has suggested that I contact you if Wagner/Guardian will be participating in the program in the future. To briefly describe the program, most brake lining/clutch facing manufac turers who are Institute Members report sales of pieces (not dollars) of four groups of friction products to our Accountants: (1) Drum brake lin ings; (2) Disc brake linings; (3) Brake Blocks; (4) Clutch Facings. Re ports are quarterly. The Accountants are the only ones seeing the individ ual data. From the summary reports. Members can project their share of the market. The data reported are for sales to the United States replacement market only (does not include original equipment sales, or overseas sales). I'm enclosing a copy (for reference) of the Bulletin we sent Members last January. It helps, with definitions. I'd be most interested in hearing from you as to whether you wish to participate in this program and will be reporting the Guardian-Wagner figures for the first quarter of 1987. From what I have here, I believe you were looking for the drilled steel drawings referred to in that Bulletin, and you were probably sent the undrilled lining and steel numbers referenced in the Bulletin. Enclosed are copies of the drilled steel. We do not have corresponding drawings for the drilled lining. I believe the enclosed is what you were after. Also, enclosed is a corrected invoice to charge you for the steel only. The original invoicing billed you for the linings and the steel. I called Guardian today, but was told you were on vacation. We have ordered ANSI Standards before for other purposes. I've enclosed copies of the ANSI booklet on available standards. I've also enclosed a Sales Policy sheet (it was on dark paper and did not copy well) which gives mailing address and instructions on ordering. I do not believe a handling charge applies to orders for which you remit payment. I suggest you send your letter requesting the above along with your remittance of $5.50. March 20, 1981 Mr. Mark DeBinder _ Guardian Corporation 145 North Beacon Street Brighton, MA 02135 Dear Mark: I believe you, or someone else from Guardian, called and asked about semi-metallic discs on some Audi/Volkswagen models taking FMSI 7031-D96 and 7032-D96. However, I lost my notes on this and am not sure. In any event, it appears that Audi/Volkswagen did offer semi-metallic discs on the following FMSI assignments: 7031-D96 7032-D96 7044-D110 7045-Dill Volkswagen is offering semi-metallics for these applications in service. Whether they were semi-metallics for original equipment at original installation, I am not sure. Also, I'm not sure of model numbers and years, but I assume they are offered for all models taking these FMSI Numbers since that time. I actually believe that Volkswagen (and Audi) had a life problem with their original equipment linings in the years from around 1975 on, and they may be offering semi-mets for service, even though not original equipment in those years. I hope this helps answer the question. Sincerely, FRICTION6 MATERIALS STANDARDS INSTITUTE EWD/e E. W. I'm writing at this time to advise that at that meeting the Board voted to increase the dues level by about 10% for the 1979-80 fiscal year. For the Guardian Corporation, this would mean an increase from what I had projected as $1,700 per year to $1,850 per year. As I believe I indicated in correspondence with you, the fee schedule was that for the 1978-79 fiscal year and there was the possibility of an increase. As we had held the annual dues level at $1,700 for the last eight years, I thought it might be continued for another year. However, the pressure on our costs caused the Board to vote this first increase since 1971. This is to advise you on this increase, and I'm enclosing a copy of a bulletin which describes the change in the fee schedule for Active Members. There was, of course, a proportionate increase in the dues for all grades of membership. This change in fee schedule is being sent as a matter of information. Drislane Executive Director FMS115430 May 30, 1979 Mr. Norman Morse* Guardian Corporation 145 North Beacon Street Brighton, MA 02135 Dear Mr. Morse: 'Hiis is to advise that the Membership has voted the Guardian Corporation in as an Active Member of the Institute. As explained earlier, the Institute operates on a July 1-June 30 fiscal year. We will not charge for the current last quarter of our fiscal year and will make your membership effective on July 1, 1979. We will not be billing for the first half of the annual fee payment until after July 1. In the meanwhile, since your application has been accepted we are prepared to send you any information which we ordinarily would send an Active Member. For example, when we issue our next Technical Bulletins we will distribute copies to Guardian. Each Active Member is entitled to receive 25 of the (pink) Data Book Bulletins and the (blue) Shoe Bulletins free of charge. Some members order more for distribution to their customers. Some order only one or two copies for technical information purposes. I will automatically put your name and Mr. Foscaldo's name on our mailing lists for Technical Bulletins and Bulletins of general nature. Mr. Foscaldo was Indicated as your Alternate on the application form. Also, you may order prints at $0.75 per copy. Small orders of two or three prints are sent free of charge. In addition, you may wish to order copies of our catalogs. We currently have an inventory of copies of our "1979 Supplement to the 1978 Brake Shoe Identification Catalog" on hand. If you wish copies of these catalogs they are billed at $132.80 per thousand. A copy is enclosed. We are waiting for the printing of the "1979 Automotive Data Book," and could provide you with copies of this when it is ready. That is the 104 page red-covered catalog listing brake linings and clutch facings. There is also a "Friction Materials Work Practices Guide" enclosed which is available to members at $0.09/copy. If you are linterested in prints or catalogs please let me know. In the meanwhile your names are being added to our mailing lists for regular Institute bulletins. We originally advised the Member ship concerning application of Guardian Corporation in a Bulletin of April 19, 1979. As most of you are aware. Guardian Corporation has been a supplier of assembled parts for the brake replacement market and has now commenced manufacture of brake linings. It has been indicated that Guardian now manufactures most of their own disc brake pads for the aftermarket. Guardian Corporation will be an Active Member effective July 1, 1979. Mr. Norman Morse will be the Delegate and Mr. Robert Foscaldo will be the Alternate. The foregoing is sent as a matter of information. EWD/erc Distribution-Active Members (List A) E. W. Your application has been recommended for approval by our Membership Committee and by the Board of Directors. I would hope to have the ballots back from the Membership within about two weeks. Sincerely, FRICTION MATERIALS STANDARDS INSTITUTE c E. W. Drislane Executive Director FMS115434 April 17, 1979 Mr. Norman Morse The Guardian Corporation 145 North Beacon Street Brighton, Massachusetts 02135 Dear Mr. Morse: This is to acknowledge receipt of your application for Membership in the Institute along with your check for $2,700 to cover both the initiation fee and the first year's annual fee. On application, we require only the $1,000 initiation fee. Ordinarily, we bill the annual membership fee in semi-annual billings at July 1 and January 1 of the fiscal year. We will hold these funds on deposit but if you wish we could refund you the $1,700. If you wish this refunded please let me know. It normally takes about 6-8 weeks to process an application for Membership. I first circulate the application and information to our Membership Committee who then ballot and make recommendations to the Board of Directors. I then have to run a mail ballot through the Board of Directors and then finally to the full Membership. As these usually take about a 2 week turn-around time, if everything goes well, the application is normally processed in about 6 weeks. I would think that based on the background of the Guardian Corporation, and knowing that several members are familiar with your operation, that the application should go through without delay. Assuming the Membership approves the application, I would imagine that yours will be effective as of July 1, 1979. We will, of course, start servicing your Membership as soon as we have a vote in from our Active Members. Thank you for your application. Sincerely, FRICTION MATERIALS STANDARDS INSTITUTE, INC. EWD/lmc E. W. Drislane Executive Director FMSI 15435 ( X' \ April 2, 1979 Hr. Norraan Morse The Guardian Corporation 145 North Beacon Street Brighton, Massachusetts 02135 Dear Mr. Morse: Per our recent phone conversation I'm sending along more information concerning the Institute and its activities. In my letter of March 19th, I indicated the contact work we do with the various State and Federal regulatory authorities and associations. We also gave information on our publications which are used widely in the friction materials business. I believe you are familiar with these. We also passed on some information concerning the methods of application for membership as well as the fee schedules. In our conversation you asked about other services. I will try to cover some of these in this letter. Prints for linings and shoes The Institute contacts original equipment lining, brake and vehicle manufacturers for Information concerning the brake linings and clutch facings used on both domestic and imported vehicles. We establish new FMSI numbers as new releases are made. Recently we made a release of a new number for the Ford Mustang/Capri which was introduced in 1979. Right now we are gathering data on the new General Motors X body cars which will be released in April of 1979. Generally we provide drilled brake lining prints for both drum and disc brakes for all domestic passenger cars and light, medium and heavy trucks. We maintain files of these lining prints at the Institute and provide our members with copies. When a new release is made we provide copies of the print to each member depending upon the categories in which he is involved. In your case, with disc brake linings, we would send along copies of new disc brake lining prints as they are released. Similarly, if you were in the drum brake lining business we would send along copies of new prints in that area. To indicate two recent FMSI assignments we are enclosing copies of prints for our FMSI 7070A which is used on General Motors intermediate cars starting in 1978, and copies of FMSI 7072A which is used on Ford Fairmount/Zephyrs starting in 1978. FMS115436 Mr. Norman Morse The Guardian Corporation -2- April 2, 1979 When we are involved with imported cars, most of the disc brake linings are integrally molded and we provide copies of prints that we gather. Many of our prints were originally prepared by the Certified Division of Lear Siegler based on measurements of materials selected in the field. Most of these prints, of course, are not original equipment prints. Further, we provide illustrations of brake shoes (both drum and disc) as used on most hydraulic brake systems. We also have information on some disc brakes on heavy vehicles. In some cases, the steel brake shoe prints for disc brakes do not cover all details of the shoe necessary for a manufacturer. In some cases, critical dimensions have been blocked out by the brake manufacturer or other party who provided the print. We provide these prints to the members on order and they are usually 8-1/2 x 11 sizes. Where a member needs additional prints over those that are sent as new releases, these are provided to a member at the price of $.75 per print. These prints are just about all 8-1/2 x 11 size. Where there are questions concerning prints, print dimensions or perhaps ambiguous dimensions on the prints, the Institute attempts to answer the question. An Active Member of the Institute has access to all this information on brake linings, clutch facings and shoe prints. Catalogs As you are aware, the Institute publishes an Automotive Data Book and a Brake Shoe Identification Catalog. The Automotive Data Book is published in the odd year so we will be putting out a 1979 book. The Brake Shoe Identification catalog is published in the even year so our last one was our "1978 Brake Shoe Identification catalog." In the off years, we publish supplements so that we are publishing a supplement to the Brake Shoe Identification Catalog in 1979. In other years we have published additional catalogs such as a recent "1979 Brake Block Identification Catalog" and a recently published "Friction Materials Work Practices Guide" which has suggestions for coping with asbestos regulations in the brake shop. All catalogs are available to our members at a price slightly over cost. Slightly "over cost" includes an allowance for illustrations, author alterations, and excess copies printed by printer when we have to absorb an overrun. All members are, of course, entitled to order these catalogs at the time of printing. If there are copies left in stock after the original printing we can provide members with additional copies on a first come, first serve basis. Many members use this catalog in merchandising their products and some members order the catalogs without our cover for insertion in their own catalog. When it is time to order catalogs, we solicit orders from the individual members and these orders are placed on the printer who then bills the member directly for the copies. Copyrights and Trademarks The Institute permits members to use the copyrighted catalogs and the contents thereof including the numbering systems in marketing their products. They are also entitled to use the FMS and FMSI trademarks FMS115437 Mr. Norman Morse The Guardian Corporation -3- April 2, 1979 and the numbering systems are most helpful in marketing ones products. Sales Statistics Program We also have, as I believe I mentioned to you on the phone, a fc&storical sales reporting program where members report in unit sales of their drum brake linings, disc brake linings, brake blocks and clutch facings to independent certified public accountants. The accountants gather this information and report quarterly to the Membership on total sales in these four categories. This information is apparently helpful to marketing people in projecting market penetration and sales statistics of that nature. Active members of the Institute are eligible to participate in this program. Participation is voluntary but only those who report figures receive copies of the accumulated data by our accountants. As I mentioned to you we publish what are termed technical bulletins as new brake linings, brake shoes, clutch facings and the like are released. When we release a new brake lining they are covered in our pink data book bulletins. I'm enclosing a copy of our Data Book Bulletin #282 of last November in which several new disc brake llningB were released. The application information is included in the technical bulletins and when these bulletins are distributed copies of the new prints are similarly distributed to one party at each of the members. I've enclosed also a copy of a shoe bulletin because many people in the disc brake field market their shoes using the FMSI lining-shoe number such as 7027-D-91. Some people use the FMSI lining-shoe assembly number for marketing products; others use just the steel shoe number; still others use the lining number only. Of course, others use their own numbers, but the FMSI numbers are widely used throughout your industry. I mentioned that we have annual meeting, usually in a resort area, which this year would be the Ocean Reef Club at Key Largo, Florida. At the Annual Meeting (ordinarily held in June) both the Board of Directors and the Membership meet to go over problems of the industry and make recommendations as to Institute activities for the ensuing year. It is at this Annual Meeting that members are able to give input to the Institute as far as the type of services that they need. Still further, depending upon interest in the Institute, members are asked to serve on some committees. In addition, to our Technical Committees, we have other committees which help organize and operate the Institute. If a member feels that he has important input in a certain area he is usually asked to serve on a committee in that area. I hope the foregoing is of help in reviewing the activities of the Institute. Sincerely, FRICTION MATERIALS STANDARDS INSTITUTE, INC. EWD/lmc E. W. Drislane Executive Director FMS115438 March 19, 1979 Mr. Norman Morse The Guardian Corporation 145 North Beacon Street Brighton, Massachusetts 02135 Subject: Membership in the Friction Materials Standards Institute Dear Mr. Morse: In a recent issue of Brake & Front End Service Magazine it was indicated that the Guardian Corporation is now manufacturing some of its own friction material requirements. Assuming that Guardian is now manufacturing friction materials in commercial quantities your company would be eligible for membership in the Friction Materials Standards Institute. Most of the United States manufacturers of friction materials are Active Members of the Institute. I've enclosed a small booklet concerning membership and activities of the Institute. This booklet was printed in 1974 and is not necessarily up-to-date but it gives some idea of the types of membership and the activities of the Institute. The Friction Materials Standards Institute has worked with most of the governmental agencies as regards regulations on brake linings. We have worked with the Vehicle Equipment Safety Commission (VESC) and the American Association of the Motor Vehicle Administrators (AAMVA) as regards state requirements for friction materials. We also, of course, have been in contact with regulatory authorities in Washington such as the National Highway Traffic Safety Administration (NHTSA) who are responsible for what may be some new requirements for replacement brake linings in the automotive aftermarket. We also, of course, have been in contact with Occupational Safety and Health Administration (OSHA) and the Environmental Protection Agency (EPA) as regards regulations on asbestos. We have given input to these regulatory authorities and have passed on to our Membership some of the require ments of these agencies. We have also worked with an Industry associa tion (the Asbestos Information Association) as regards asbestos regulations or activities relative to the friction materials industry. We have given input to the AIA and have passed on information that they have gathered to our members as well. FMSI 15439 Mr. Norman Morse The Guardian Corporation 2- - March 19, 1979 In addition you may be familiar with our catalogs which are published for members. We publish an "Automotive Data Book" which includes information on brake linings and clutch facings as well as a "Brake Shoe Identifica tion Catalog." Of course we have FMSI number assignments for brake linings, brake shoes and clutch facings which are widely used throughout the industry. The catalogs and the excerpts from the catalogs are copyrighted by the Institute and FMS and FMSI are registered trademarks of the Friction Materials Standards Institute. Many manufacturers find the MSI catalogs, systems and numbers most helpful in merchandising their products. Upon request of a member, the Institute has given permission to their customers for use of FMS and MSI numbers, as well as the catalogs and information published by the Institute. I believe that the Guardian Corporation is eligible for membership based on production of disc brake linings. If that were the main item manufactured by the Guardian Corporation the current annual fee level for membership would be $1,700. I must indicate that the annual fee is based on a formula with a $1,050 base figure plus $650 for each of the categories in which a manufacturer participates. For example, if you were participating in the brake lining section only (which would include disc brake and drum brake linings) the membership would be $1,050 plus $650 for a total of $1,700. The other categories are brake blocks, clutch facings and new unlined brake shoes. If you were interested in applying for membership in the Institute you should complete the application form and send it on to the Institute. For a new Active Member there is a one time initiation fee of $1,000 which check should accompany the application. This is a one time initiation fee and does not apply to the regular annual fees. The Institute works on a July 1 to June 30 fiscal year and, of course, we are now coming toward the end of the 1978-79 fiscal year. While I expect that the dues will be maintained at the same level for the 1979-80 year that is something that is resolved by the Board of Directors. I have enclosed two copies of the application form as well as a copy of our Constitution and By-Laws. In addition I have sent along a booklet that I referred to that describes some of the activities of the Institute, a "History" of MSI, as well as a list of the Membership as of 1978. As the Guardian Corporation is well known by several of the members I would believe that there would be no difficulty in Guardian being voted into membership. If however, the application were withdrawn or not accepted, the $1,000 initiation fee would be returned. If you have any questions concerning membership in the Institute I'd be most pleased to try to answer them. Sincerely, FRICTION MATERIALS STANDARDS INSTITUTE, INC EWD/lmc Encs. E. W. It was reassuring to know that those of us who have been involved in in-depth vehicle testing of brake friction materials have similar concerns and approaches to total evaluation of brake friction products. I am returning your personal copy of the Draft of your EPA response. While I was in your office I noticed that you have some Wagner catalogs and I decided it was best to send you a copy of Page 1 from a Wagner HU-800/SEPT 1985 Catalog to confirm the content of the Caution note we use to supplement the OSHA asbestos warning. As soon as I get a fresh container from one of our Bonding Shops, I will send that to you since the printing on a container is a much better representa tion of the catalog text. We also talked about warnings and you will seethat this page has two additional warnings that help us provide adequate instructions to the users of our products. Just in case you do not have one of our Wagner Service Manuals, I am enclosing a copy of AU-1600/FEB 1984. Very truly yours. I have made copies of your submission for distribution to our Board o Directors and our Health and Environmental Affairs Committee. As regards our submission to the Docket we had drafted one reply concerning the population, routes and duration of exposure. However, this submission has not as yet been approved for submission to the Docket by our Legal Counsel. A copy of this intended submission is enclosed. I expect it to be submitted to the Docket in much the fashion that it is. Our comments addressed their selection of friction materials as an area of major exposure. We have tried to put the population exposed and the routes and durations of exposure into perspective. However, as I indicated this has not as yet been approved for our submission by Counsel. In addition, I am enclosing copies of bulletins that were issued to the Membership on December 18, 1979. These are our Bulletin #668 along with Bulletin #668A. We included several enclosures to our Members to advise what is going on in Washington, and our Industry's reaction thereto. You might pay particular attention to the draft eleven questions from EPA which they entitled "Informational Needs for Friction Products Containing Asbestos." These are eleven questions being asked by EPA. We Intend to meet with a group from EPA'8 Toxic Substances Control Office in Washington on January 3, 1980 to seek clarification on this request for Information.
