N. Wheeler met Thursday, March 7, and developed the attached draft of a proposed industry recommendation. Please review this draft with your management and submit your comments directly to Mr. Wheeler (Union Carbide Corporation, Chemicals and Plastics Division, P. 0. Box 8004, South Charleston, W. Va. 25303), with information copy to me. Your reaction to, and comments, on two sections are particularly solicited: (1) the last sentence of "I. Scope and Application," and (2) the terminology for vinyl chloride as a "Hazardous chemical agent," rather than its designation as a "cancer suspect agent" or "carcinogen."
