PFAS have many uses apart from firefighting foams, which are in the centre of attention (including e.g textile coating and precision farming), and categorising into essential and non-essential uses may not be straightforward. GROW acknowledged the difficulties to distinguish between uses and drew comparison to issues raised in Court ruling on lead chromate (i.e. possibility to apply a lower threshold for the quality of substitutes if quality of the alternative is not essential).
