A meeting of the Executive Committee of the Lead Industries Association was held on Thursday, September 21, 1933, at 2:30 P.M. at the offices of the St. Joseph Lead Company, 250 Park Avenue, Hew York City. The Chairman called the attention of the Executive Committee to a letter received from the Administration as follows: In conversation with you on September 11, it was our understanding that you would file supplemental codeB to the Basic Lead Code, not later than September 16. Te beg to advise that, up to this date, we have not received these supplementals and are asking that you give this your prompt attention. By direction of H. 0. Elliott 8peoial Assistant.*1 The Chairman felt that in replying to this letter bl question of policy was involved with respect to the filing of Supplementary Codes, which the Committee, as a whole, should act upon. After discussion it was agreed that the following letter should be sent by the Secretary to the I.R.A. ' dr**. - "Acknowledging your letter of September 18thj Although we are not ready yet with our Supplementary Codes, we do not wish to delay the final hearing on our Vaster Code as it has been filed with you and are an xious to expedite matters by an early hearing. "We have been working steadily and intensively on the Supplementary Codes of the Basic Lead Code and regret exceedingly that they have not yet been perfec ted to a point where they are suitable for submission to the K.R.A." The Chairman stated that inasmuch a6 the newly formed Foil Division of the Lead Industries Association had no repre sentation on either the Directorate or on the Executive Committee, it was only fair that some provision immediately be made to re medy this situation. Accordingly, the Chairman proposed, with the concur rence of the Executive Committee,, to call a Special Meeting of the ilembers for the purpose of electing a member of the Foil Division to the Board. Mr. Carter outlined the serious conflict of interest between the Paint Code and the position of the White Lead-in- Cil industry which desired to operate under the Code of the Lead Industries Association and felt that later on this con flict of interest might require urgezt attention on the part of the Lead Industries Association. The Secretary stated that he had made a practice of distributing the minutes of the meetings of the various Divi sions and Committees to all the members in the group in ques tion, whether a representative of the Company attended the LIAQ2^3 meeting in person or not, and requested the advice of the Executive Committee as to this procedure, particularly as some members felt that only those vho attended the meet ings in person should receive a copy of the minutes.
