Fenner Date February 9 1978 Copies Subject MONTHLY JANUARY ACTIVITIES 1978 REPORT California Asbestos Spraying Legislation Dimitry Poutiatine Dick Carter and I met with Harry Rhodes and John Meyers of Union Carbide Corporation to discuss Carbide's plans California legislation for lobbying to modify existing This legislation effective July 1 1978 bans the spraying of any containing material except cold application roofing asphalt on buildings and structures Carbide has hired a known lobbying firm to work for additional exclusions in the Law - exempting asbestos reinforced epoxy coatings asphalt foundation waterproofing and similar products it is my understanding that Union Carbide has requested M Asbestos Fiber Division to contribute to this lobbying effort I don't know M's discuss the matter with Dimitry next decision Monday I plan to Discussed with Affairs Office JoAnn and a Lamere from our Washington Public representative from our consultants Har andoHaf rof ff preliminary plans for implementing a M political awareness program During the discussion I was asked for my reaction on certain provisions of the program Participated in two association committee meetings 1 Meeting of Committee the Construction Industry Ad Hoc Advisory Present were Guy Gabrielson Nicolet Harry Rhodes Union Carbide James Heil CertainTeed and H. Mereness Purpose of the meeting meeting was to discuss the shortcomings of the construction industry study performed for the association by Equitable Environmental Health Inc. and determine how to overcome these shortcomings A program was and a meeting with representatives of BHH developed Inc. was scheduled AIA Gabrielson and Rhodes would represent the P.
