The Panel agreed to postpone the revisions to the map until January, 1995, in order to ensure that upcoming changes in the industry are accurately reflected. When the revision takes place, the Calvert City, KY location will be identified only by icons marking a shipping and receiving point. The GEON name will be removed from this location. Has Shah will verify with Ludi Benner that the different colored lines identify different railroads. The capitol of Texas will be identified as Austin. The Panel approved $10,000 for the services of Events Analysis to update the VCNet Map. 3.0 The Panel discussed the draft letter to OSHA prepared by Keller and Heckman. Panel members reported that they have cleared the draft through their legal departments. Dr. Shah will finalize the letter and submit it to OSHA. 4.0 The Panel discussed the proposal to recommend to the Interindustry Rail Group that future tank cars should be manufactured to accept a commercial capping kit or that capping kits should be developed along with new tank cars. George Marshall distributed a memo from L.T. Brawn, the Oxy representative to the IRG. Mr. Brawn suggested that the Panel direct the request to Paul Kinnecom of the Association of American Railroads, the Manager of Freight and Tank Car Design. CMA 111802 Vinyl Chloride July 21, 1994 Page 2 Dr. Shah will contact Formosa and Borden representatives to see if they are in favor of approaching AAR directly on this issue. Dr. Shah also will discuss the Panel's standardization activities with CMA Distribution Division and Legal Department staff to determine the procedure to submit the Panel recommendation to AAR. George Marshall is compiling a list of vinyl chloride railcars currently in use and basic information on these cars. The basic information includes: rail car number; stencil LGT weight; whether the car is owned or leased; gauge table; approximate gallon capacity; load limit; DOT specification; and, whether the car will accept a capping kit. Panel members should send car information to Mr. Marshall for incorporation into the general list. Mr. Marshall will send a copy of the listed Vista cars to Mike Lunsford. Mr. Marshal will make this list available to Panel members at their request. 5.0 The Panel discussed the latest changes to the draft vinyl chloride brochure. John Klimavicz, Bob Ondocsin, and Has Shah reviewed the brochure at a meeting on July 20, 1994. The Panel reviewed the changes. Mr. Klimavicz will revise the brochure and send copies to Dr. Shah for distribution to the Panel for review by company legal departments. The Panel approved a budget of $2,000 for production of the brochure. An order of 2,000 copies will be placed initially. Mr. Klimavicz will take care of printing the final brochures and CMA will make a payment to Georgia Gulf to cover the brochure production costs. 6.0 Panel members discussed future vinyl chloride emergency response training workshops. OxyChem will explore the possibility of holding an emergency response training session in the fall in Corpus Christi, TX. GEON will investigate sponsoring a workshop in the Niagara Falls, NY area. Panel members also discussed the possibility of holding a workshop at a location away from member company manufacturing sites. Possible locations include Buffalo, NY, and Shreveport, LA. For the next Panel meeting, Mr. Marshall and Vergel Perry will draft an outline of a condensed version of the VCNet training workshop manual to be used in short, one-day training sessions. 7.0 Mr. Lunsford will send the draft vinyl chloride safety video script to Dr. Shah for distribution to the Panel by the end of August. 8.0 The Panel discussed the Oil Pollution Act '90 Rulemaking calendar. The proposed rule dates for the U.S. Coast Guard OPA '90 Marine Terminal Hazardous Substance Spill Response Plan Rule have been changed. The Advance Notice of Proposed Rulemaking, including questions for industry to answer, is expected in December 1994. The Notice of Proposed Rulemaking is scheduled for April 1996 with the Final Rule due in May 1997. These dates are target dates only and are subject to change. 9.0 Mr. Perry distributed a document entitled, ''Field Transfer of Tank Cars," prepared by the Association of American Railroads to Panel members for review. Panel members agreed to bring their company CMA 111803 Vinyl Chloride July 21, 1994 Page 3 railcar transfer procedures to the next Panel meeting for discussion purposes only. 10.0 Dr. Shah reviewed the activities of the Vinyl Chloride Panel Research Coordinator Group which has been revived to investigate the possibility of updating the vinyl chloride epidemiology study originally completed in 1986. The Group also is preparing a response to an article in TIME magazine in which vinyl chloride was referred to as a risk factor associated with lymphoma. In addition to these activities, the Group will work with EPA on a risk assessment for vinyl chloride and TSCA Section 4 testing requirements. The Group also is considering developing single and repeated short-term exposure acute toxicity data to evaluate the body's repair mechanisms to mitigate adverse effects caused by exposure. 11.0 Dr. Shah distributed the financial statement for review by Panel members. 12.0 The next Panel meeting is scheduled for October 18, 1994 from 9:00 a.m. to 3:00 p.m. at the CMA offices in Washington, D.C. A conference call to discuss the status of assignments is scheduled for September 7, 1994 at 9:30 a.m., EDT. 13.0 The meeting adjourned at approximately 2:45 p.m. Subject to Approval Hasmukh C.
