Dear Ken: In answer to your letter of February 11, 1976, and based upon D. E. Deese's conclusions and recommendations dated March 10, 1976 (attached), it is my request that deregulation of Bldgs. 121 and 122 be deferred at this time. While it is understood that vinyl chloride concentrations in these areas have improved, it is felt that additional and improved data would enhance our position in event of confrontation by OSHA.
