Inspector was accompanied by Mrs. Ada Pfeiffer (Ag Field Supervisor) from ODAFF as this was a joint inspection with EPA lead. Inspector met with Ms. Becca Miller (Office Manager) at the Opening Conference. Inspector presented their credentials to Ms. Miller and informed her that this was an EPA inspection to determine the facility's compliance status with the Concentrated Animal Feeding Operation (CAFO) regulations as authorized by Clean Water Act (CWA) Section 308. The scope of the inspection included a compliance evaluation of the facility's site operations and record keeping determining the designation of the facility as a CAFO. The inspectors toured the facility on foot and left government vehicle in parking lot outside the facility office. FACILITY DESCRIPTION Tulsa Stockyards' sale records showed that the facility had 42 sale days with at least 1,000 head of cattle housed and moved in 2023. They sell mostly beef cattle. Auctions are held Monday every week unless it is a major holiday. Animals are housed for approximately 72 hours for each sale. Animals are housed in mostly open lot pens (Appendix 1, Photos 9-10). Pens are cleaned via bobcats and are scraped every week after the sale. Lot scrapings are piled and then given away to 3rd party farmers. Mortalities are hauled off and disposed of by a 3rd party. Feed is stored in silos and hay piles (Appendix 1, Photos 2-3). The facility is bordered by a wooded lot to the north and grass fields to the east and south (Appendix 2, Photo 1). Parking lot and nearby businesses make up the western border (Appendix 2, Photo 1). The facility has no lagoons or retention control structures. The Owner, Joe Don Eaves, said they tracked their runoff, and it makes its way to the City of Tulsa's retention ponds. Section II - OBSERVATIONS Tulsa Stockyards' 2023 sale numbers qualify the facility as a large CAFO by regulatory definition. There was no manure build up in the pens and they looked to have been scraped recently. There was a manure stockpile on the east end of the facility next to the pens (Appendix 1, Photos 4-5). The pens and manure stockpile seemed to be graded where runoff would flow into a field on the southern end of the facility. There was also a storm drain culvert on the southwest end of the facility (Appendix 1, Photos 11-12). This was well vegetated and could potentially collect runoff from the western edge of the facility. Tulsa Stockyards is well managed and organized with no areas of concern. Section III - AREAS OF CONCERN There were no areas of concern. EPA Region 6 inspector conducted a closing conference for the Tulsa Stockyards inspection at approximately 10:18 a.m. on March 27, 2024. During the closing conference, the inspector reviewed findings with Ms. Miller in person and Mr. Eaves via phone and provide the facility with compliance assistance brochures and FAQ sheets.
