The compliance is well-evidenced by the fact that we have had only two overexposures since February. The standard was lowered from 10 to 2.5 ppm in August and the two overexposures occurred on Oct^ ber 17 and were 4 ppm. (There was no known reason for the exposure.) The signs that were ordered for the area will be here in mid-January, so we are still not in compliance in this regard. We have used clothes and masks during vessel entry. All vessels have been purged before entry and VDCM levels ascertained. Shipping is now loading VDCM in a closed system. Sampling techniques are being modified (final system proposal is due in January) but tests have shown no exposure problem with the existing system. As agreed with Zeb Bell on the original proposal, only authorized Plant B personnel are allowed in the area so no roster Is being main tained. The VDCM emission control project Is essentially on schedule and as parts of it become complete, more facets of the guidelines will be im plemented.
