I'm writing an article for a magazine called Ensia: https://ensia.com/ that discusses the implications of two hypothetical scenarios: there is no federal fuel economy standard and states can't impose one; and the federal fuel economy standard is the one originally envisioned by the Obama administration: 54.5 mpg. What would be the impact on fuel consumption, energy innovation, demand for vehicles, safety, jobs, emissions of greenhouse gases and other pollutants, international trade and competitiveness; and more under each scenario?
