Palmer, K conservation engineer, The Equitable Life Assurance Society, New York City, who welcomed the delegates in the name of the Executive Committee of the National Safety IT Council, and then introduced Paul A. Wright, American Airways, Inc., Chicago, who presided. Chairman W right briefly outlined the program prepared for the meeting nd then introduced the first speaker. Safety in Air Transport By W . A. PA T T E R SO N President, United Air Lines, Chicago i.T h e speaker said in p a rt: The new dependability and expansion of air transporta tion has come simultaneously with added dependability of flight. Safety in the air come from a background of experience, plus improved airplanes and engines, new nd important scientific aids to aerial navigation, improved servicing plants, extensive round facilities and a firm attitude of responsible air lines that safety first must be he controlling factor at all times. Ju Let me, for example, describe one of the new Boeing all-metal multi-motored mono planes, which have a top speed of 182 miles an hour and cruise 171 miles an hour, land at the low speed of 58 miles an hour, because the designers gave them a v-wmg loading. Banash, Presi dent of the National Safety Council, who welcomed the delegates in the name of the Executive Committee of the Council. H e then introduced General Chairman Robert L. Schmitt, Louisville Car Wheel & Railway Supply Co., Louisville, Ky., who pre sided. In presenting a "Resume of the Year's Activities" the chairman covered briefly the activities of each of the section's committees and commended their faith fulness to duty. He then introduced the first speaker. The New Deal in Safety By J. R U SSE L L CRAIG Safety Director, Pennsylvania Indemnity Corporations, Philadelphia, Pa. The speaker said in p a rt: The executive of today who makes accident prevention of secondary concern is short-sighted and narrow in his entire business outlook because it plays a very important part in the yearly profit and loss statement. One safety director, in preparing a report for his chief, showed in 1932 the frequency rate and severity rate of his company in comparison with five competitors. This was excellent but he did not go far enough. H e should have, in addition, placed beside these the estimated difference in dollars and cents. One company, which had an outside safety personnel, made a review of its accidents and costs before organizing a safety de partment, and was amazed to find in this new interpretation of their annual state ments that if the accident costs had not existed, their annual statement instead of showing a net loss would have shown a net profit. Right here is a good time to bring up the question of so-called accident-prone employees. In reality, a company should have no such group as those called accident prone employees. If it does, then it is managerial fault rather than the fault of the men. Physical examinations help to place a man in a position which will be a stepping stone to a higher job and create in the organization a booster for the company. In a very definite respect, the Westinghouse and Electric Manufacturing Company has had the new deal in safety because of such planning. Examinations and executive participation have resulted in the hiring of over 3,000 employees who have been with the company for 20 to 50 years. In a real sense "The New Deal in Industry" means more men working fewer hours. Efficiency throughout the entire organization is necessary because waste is not only prohibited but must not occur, as the margin of profit cannot carry it, which means waste is evaluated higher than heretofore. Accidents cause waste. Im proper hiring causes potential waste because of costly training. Improper training or lack of training causes waste. On the other hand, in this city a few weeks ago a tailor pricked himself with a needle and a few days later died from lockjaw.
