EP-527-N November 15, 1983 (UBS) Page 1 of 4 SPECIFICATION EP-527-N INSTALLATION OF REMOVABLE INSULATION COVERS IN PLANTS 2, 22, 39, and 25 EL PASCTREFINERY 1.0 SCOPE _ CONTRACTOR shall provide all labor, including supervision and inspection, and all materials required to install removable insulation covers in COMPANY'S Vacuum Flasher, Gas Oil Unit, Diesel Hydrofiusr, and No. 2 Crude Unit. The work includes the following: EE 1.1 Fabricate and install removableInsulation covers at the locations shown in the attached sketches 1 through 11,_ 1.2 Fabricate and install removableElnsulation covers on COMPANY'S Gas Oil Unit fractionation column, C-2201, as-shown on attached drawing PD-22-33368-0. 1.3 Provide and assemble all staginggnecessary to install the insulation covers. 2.0 GENERAL PROVISIONS _ 2.1 Prior to the commencement of wSrk, CONTRACTOR shall review, and become familiar with, plant regulations Hsted in Addendum No. 1 "Additional Provisions for the Performance- Work" (attached). CONTRACTOR shall be responsible for compliance with these regulations during execution of work. 2.2 COMPANY Review and ApprovaL CONTRACTOR must submit all pertinent information on materials of construction and proper maintenance of insulation covers to COMPANY for review and approval prior to thegcommencement of work. 2.3 Schedule EL CONTRACTOR'Sworking schedule shall coincide with that of COMPANY: One shift - 7:30 a.m. to 4:00 p.mr^- Monday through Friday. Any deviation from this schedule must be approved by the COMPANY Representative. 2.4 CONTRACTOR shall install covers while plants are on-stream. EP-527-N November 15, 1983 (JBS) Page 2 of 4 2.5 Work Space and Storage Area COMPANY will assign work spa and storage area as necessary for the CONTRACTOR in the general vicinity of the work to be performed. 2.6 Cleanup - Upon completion of the work, CONTRACTOR shall leave worksite in a clean and orderly condition satisfactory to COMPANY Representative. 3.0 PERFORMANCE OF WORK ~ 3.1 CONTRACTOR shall comply with all applicable city, state, federal and industrial codes, laws and ordinances governing the performance of the work. 3.2 Any provisions of the standard specifications requiring COMPANY to inspect certain material or work shall mean the COMPANY has an option, rather than an obligation, to so inspect such material or work. 4.0 LABOR AND MATERIALS FURNISHED BY COMPANY COMPANY will provide only the labor and materials listed in Section 4.1 and as specified in Addendum No. 1. All other labor and materials needed for performance of work shall be provided by CONTRACTOR. 4.1 COMPANY will repair or replaceif necesary, any of the flanges and valves, which may be leaking prior to the installation of the insulation covers. 5.0 DETAILS OF THE WORK = Insulation covers are to be removable afid reusable, high temperature, all-weather blankets. Covers will be used on pipe flanges, valves, vessel manways, pump casings, turbine casings, exchanger flanges, and exchanger heads. The surface temperature of most of these fittings and equipment exceeds 500 degrees F., and the surface temperature of one of the.manways on C-2201 exceeds 700 degrees F. 5.1 Materials of Construction 5.11 Removable covers shall consist of high-temperature ceramic fiber, covered with silicone treated glass cloth. The entire pad shall be encased in 60-mesh, 12-gauge type 304 stainless steel wire mesh. All securements, attachments and connecting devices shall also be type 304 stainless steel. EP-527-N November 15, 1983 (3BS) Page 3 of 4 5.12 The covers must be oil, aromatic hydrocarbon, and water-resistant. The covers must also be abrasion, tear and puncture resistant, as well as completely non-flammable. 5.2 Installation of Covers T2T 5.21 Removable covers shall fitrtightly and uniformly around each location and should be of adequate thickness to properly insulate each location. Valve covers shall not interfere with valve operation. 5.22 All valve and flange covers7shall be fitted with drain ports or valves. Drains will not be requiredJEor pump, turbine or exchanger head covers. 5.23 When installed, the covers must be free of sharp or jagged edges and other hazards to personnel. 5.24 All covers with drains are to be installed such that the drains are not obstructed, to insure proper drainage. 5.25 Necessary alterations to removable covers shall be treated or stitched to prevent unraveling. Stapling is unacceptable. 5.26 Should any valves or flanges specified in the attched sketches or drawings have an existingjFfmovable cover, CONTRACTOR shall carefully remove the cover and save for COMPANY pick-up. 5.3 Alterations to Existing Insulation^ When installing insulation coverlfbn C-2201 (per drawing PD-22-33368-0), should the existing insulation on The column interfere with installation of a removable cover, CONTRACTOR may make minor modifications to the existing insulation. These modifications must be approved by the COMPANY Representative. Finishing of thejepair must be equal to, or better than, the quality of the existing insulation.: 5.4 Charges - All insulation covers installed on C-2201 (per drawing PD-22-33368-0) will be charged to COVERS-8122-06-24CL All other covers (per sketches 1-11) will be charged to COVERS-8102-04-2A(L Upon completion of the job, CONTRACTOR shall separate the charges and invoice accordingly.
