1. general
1.01 This section provides guidelines to be followed by the equipment engineer for coordinating the identification, removal and packaging of telephone equipment containing hazardous, materials/wastes associated with a central office equipment removaL
1.02 This practice is reissued to incorporate major changes and revisions of company policy and procedures paramount to the proper and safe management of hazardous materiais/wastes. This practice was previously numbered 790-100-960SW.
1.03 The Environmental Protection Agency (EPA) has developed a system for hazardous waste
management In addition, the Department of Transportation (DOT) has roles prescribing
certain requirements for the packing, marking and preparation of shipping documents, i.e.,
bills of lading, manifest EPA and DOT regulations as well as all federal, state and local
regulations apply to all central office equipment removals which have equipment designated
as scrap containing hazardous materials/Wastes.

1.04 Telephone apparatus containing hazardous materials/wastes resident in central office equipment include but are not limited to the following:
(a) Batteries containing electrolyte
(b) Mercury relays and switches
(c) Mercury vapor tubes
(d) Cold cathode tubes containing Radium 226 Bromide and Krypton 85
(e) Capacitors, ballast, frequency generators, rectifiers, transformers containing polychlorinated biphenyls (PCB)
(0 Beryllium oxide tubes (mostly found in microwave equipment)
(g) Solvents, cleaners and compressed gases
(h) Asbestos containing material (ACM)
2. DEFINITIONS
2.01 Complete Removal - The removal of all retired central office equipment (e.g., transmission, switching, power) and associated apparatus within a particular office.
2.02 Hazardous Material - A substance or material which has been determined by the Secretary of Transportation to be capable of posing an unreasonable risk to health, safety and property when transported in commerce.
2.03 Hazardous Waste - Any solid waste identified or listed as a hazardous waste by the administrator of the U.S. Environmental Protection Agency which exhibits the characteristics of corrosion, ignitability, reactivity or toxicity and poses a threat to the environment and human health.
2.04 Material Reprocessing and Consolidation (MARC1 Center-Locations established bv Logistics Services to receive and process retired equipment, scrap, surplus and obsolete material MARC centers process material by sorting, upgrading and preparing material for sale to buyers.
2.05 Partial Removals - The removal of designated equipment or complete bays of equipment from an area where working equipment is located.
2.06 Scrap- Material no longer suitable for use by Southwestern Bell Telephone Company for the purpose it was originally purchased and which has been properly retired (capital items) or declared surplus or obsolete (expense items). This type of material is considered salable or suitable for reprocessing/upgrading by Logistics Services and includes materials such as test sets, data/voice communications equipment, switches, cable, relays, plug-in equipment, etc.
2.07 Transportation Control Center fTCO - A unit within the Logistics Services District
responsible for receiving requests to transport, route and schedule pickup of company goods
intra and interstate via the most cost effective method available.

3.01 Equipment Engineering Section Coordinators
(a) Serve as the section subject matter expert (SME) for hazardous materials/wastes
(b) Facilitate the rapid disbursement of rules and regulations to the field
(c) Identify equipment designated as scrap
(d) Notify and schedule hazardous materials/wastes survey with the Manager-Removal Operations (M/RO)
3.02 Equipment EngmeeringGcnerai Headquarters Coordinator
(a) Act as a focal point for all hazardous materials/wastes matters. The LPO purchasing manager should be contacted for the selection of a qualified hazardous waste survey and removal service vendor.
` (b) Ensure environmental rules and regulations are made available to all Network Engineering Headquarters personnel as well as the section equipment engineering groups
3.03 Manager-Removal Operations (See Exhibit 2)
(a) Provides guidance in the proper disposition of all regulated and unregulated hazardous materials/wastes from the central office environment
(b) Determines most economical method for scrap disposal
(c) Coordinates removal and disposal of central office batteries
(d) Coordinates testing for ACM associated with auxiliary power equipment, cable runs, battery distributing frame boards (BDFB), etc.
(e) Coordinates arrangements for removal of ACM from central office equipment containing such
(f) Instructs all removal personnel, telephone crews and/or outside removal vendors, on the identification, removal, packaging and preparation for shipment of all hazardous material
(g) -Monitors removal of hazardous materials/wastes from central offices
(h) Physically monitors scrap shipments from a central office to a scrap vendor
CO Coordinates transportation of scrap associated with a "complete" central office removal
3.04 State Environmental Coordinators (See Exhibit II
(a) Keeps abreast of all activity (i.e., removals, transportation, final disposition) associated with the handling of hazardous materials/wastes

4. HAZARDOUS MATERIALS/WASTES SURVEY
4.01 All central office equipment removals designated for scrap must have the hazardous materials/wastes purged prior to the dismantling of the equipment.
A. Requesting the Survey
4.02 The hazardous materials/wastes survey shall be requested in Section A of the telephone equipment order (TEO) in an engineering, furnish and install (EF&I) and/or telephone company engineered (TCE) removal. However, the equipment engineer may find it necessary to contact the M/RO via telephone to request a hazardous materials/wastes survey. Exhibit 2 list each Manager-Removal Operations and their geographical region of responsibility.
4.03 Regardless of the amount of equipment (bays/frames) to be removed, the equipment engineer will verify with the M/RO that a hazardous materials/wastes survey is or is not necessary. The M/RO will determine whether a survey is necessary taking into consideration the following:
(a) Type of equipment being removed, i.e., #5 Crossbar, Step-by-Step, Carrier, ESS, etc. (b) Amount of equipment being removed (c) Location of central office
(d) Removal personnel, i.e.. Southwestern Bell employees or outside vendor B. Coordinating and Implementing the Survey
4.04 If the M/RO decides a survey is required, a time schedule will be coordinated between the M/RO and the equipment engineer to perform the presurvey, training and a final survey of the equipment.
4.05 The M/RO will notify the appropriate State Environmental Coordinator of the planned hazardous material activity to take place. Form SW-3145, Logistics Services Hazardous Material Activity Notification (See Exhibit 3), will be prepared by the M/RO and forwarded to the State Environmental Coordinator.
4.06 Training on the identification, removal, packaging and preparation for shipment of hazardous materials/wastes will be provided by the M/RO to removal personnel, i.e., telephone crews and/or outside removal vendors.

4.07 After all components containing hazardous materials have been purged by removal personnel and before any equipment is dismantled, the equipment engineer will contact the M/RO to perform a final inspection of the equipment.
4.08 Hazardous materials found during the final survey will be pointed out to removal personnel to be removed at that time or labeled by the M/RO for later extraction.

4.09 The M/RO will notify the equipment engineer when the final survey has been performed in order that dismantling of the equipment can begin.

4.10 Packaging materials, e.g., compartmented boxes, fiberboard drums, DOT 17H metal drums, will be provided by the M/RO. Arrangements to ship the packaged hazardous materials will be coordinated by the M/RO with the TCC.
5. DOCUMENTATION
5.01 Form FA SW-6381, Returned Material Notice, will be provided by the equipment engineer to accompany each scrap shipment associated with the removal.
5.02 Form FA SW-6381 will specify whether hazardous materials/wastes have or have not been removed from equipment destined to be transported into a MARC center.
6. BATTERY REMOVALS
6.01 Lead-acid batteries to be scrapped from a central office will be handled as directed in SW 010-160-900, Handling, Shipping and Disposition of Batteries, and SW 747-200-902, Central Office Wet-Cell Battery Removal - Logistics Services.
6.02 The Manager-Disposition Sales shall be made aware of batteries which are reusable but will not be reused by the company. The equipment engineer may contact the Manager-Disposition Sales on (314) 235-2307 or by company mail at the following address:

7.01 Procedures for central office equipment insulted with ACM will be administered as directed in Southwestern Bell Telephone Company Practice SW 010-100-904, Asbestos Procedures.

4.10 Packaging materials, e.g., compartmented boxes, fiberboard drums, DOT 17H metal drums, will be provided by the M/RO. Arrangements to ship the packaged hazardous materials will be coordinated by the M/RO with the TCC.
5. DOCUMENTATION
5.01 Form FA SW-6381, Returned Material Notice, will be provided by the equipment engineer to accompany each scrap shipment associated with the removal.
5.02 Form FA SW-6381 will specify whether hazardous materials/wastes have or have not been removed from equipment destined to be transported into a MARC center.
6. BATTERY REMOVALS
6.01 ( Lead-acid batteries to be scrapped from a central office will be handled as directed in SW 010-160-900, Handling, Shipping and Disposition of Batteries, and SW 747-200-902, Central Office Wet-Cell Battery Removal - Logistics Services.
6.02 The Manager-Disposition Sales shall be made aware of batteries which are reusable but will not be reused by the company. The equipment engineer may contact die Manager-Disposition Sales on <314) 235-2307 or by company mail at the following address:

7. ASBESTOS CONTAINING MATERIALS (ACM1
7.01 Procedures for central office equipment insulted with ACM will be administered as directed in Southwestern Bell Telephone Company Practice SW 010-100-904, Asbestos Procedures.
