Dr^ R. A* Kehoe College of Medicine University of Cincinnati Edenand Bethesda Avenues Cincinnati, Ohio Dear Dr. Kehoas t In February 194:1 we authorized a $45,000 project to provide still enclosures in the TEL Buildings at Deepwater. The final design has just been completed, indicating an. addi tional cost of $25,700, making a project total of $70,000* We are agreeable to the additional expenditure in the interest of improving working conditions, however it is becoming in creasingly difficult to obtain materials and use labor in con struction projects of all kinds.
In view of the terrific load on industry by rea son of the Defense program, I should like your views as to the advisability of our adding this project to that load at this particular time. Do you feel that we might be justified in de laying the start of this project for the next fewmonths? Could we get along for a little longer under existing conditions rather than add further to non-Defense usage of materials and labor during this critical period?
I doubt seriously that we will be able to finish the job in any event for quits some time because of the tightness of materials, but would appreciate your opinion of how strenuous we should make our efforts to obtain priorities or allocations in order to speed the project*
