Please describe the action sought from the Office of the Secretary:
Goldman Sachs recognizes the Secretary's focus on actionable solutions to address the dramatic increase in power generation requirements as artificial intelligence compute and data center development demands grow rapidly. We would like to meet with the Secretary to share our views on structuring alternatives to address stakeholder concerns for hyperscalers, utilities, developers and financial investors. Recognizing new nuclear development is of particular interest to solve for load demands from artificial intelligence compute and data center needs, we intend to specifically review our perspective on how best to bring forward the interested parties and review threshold requirements as we consider our understanding of the strategic priorities of each party involved. Given the duration of new nuclear development and concerns of cost overrun for unproven technologies, being thoughtful about how the government can support the formation of a partnership that can move effectively to implement a scaled solution is of particular focus for all stakeholders and we welcome the opportunity to share our perspective.

Request duration of 1 hour to appropriately cover the topic. First choice is late afternoon, in person on May 19th - 4-7pm window. Second choice is in person on any of the days Monday May 5th - Thursday May 8th with the exception of a block 12 - 2pm on May 7th where conflicts can't be moved on our side. Third choice is anything on Tuesday May 20th - Friday May 23rd. In person is preferred but can do virtual if needed

Primary meeting topic is to discuss new nuclear development and how best to address stakeholder concerns to effectively assemble a partnership between utility, hyperscaler, OEM, financial investor and government that is able to build at scale new nuclear generation projects on as quick of a timeline as possible. Our intention is to share our perspective and discuss structural considerations as the Secretary considers how best to provide government support. Talking through the role of the LPO and the NRC as effective enablers of success will be addressed. Briefing materials will be provided for the Secretary's review prior to the meeting.

A key topic of this meeting will be new nuclear generation development. As a general matter this involves a diverse range of persons and interests including hyperscalers (e.g. Amazon, Google, Meta, Microsoft, Oracle), regulated utilities and their stakeholders including shareholders and rate payers, developers of new nuclear small modular reactor technologies (e.g. Terrapower, GE), data center developers and financial investors (both fixed income and equity) that support project development.
Will the meeting involve regulations, rules, or other matters that impact a specific industry, sector of the economy, or group of persons? (If yes, please describe.)
Utility / power sector primary focus as we consider how to effectively structure partnership to build new nuclear that benefits existing utility rate payers while providing for power demands of hyperscalers for data center development. Permitting time-line for nuclear siting for instance should be discussed as we consider implementation road map and the NRC's role in that process.
