Background: On May 1.4* 1968# a meeting was held at the New York Academy of Arts & Science under the sponsorship of DR* IRVING J, SELIKOFF. In attendances were representatives of all segments of the insulation industry. The subject covered the by now* acknowledged problems associated with asbestos# its usee and applications. 2. Proposed Erogram: Dr. SeLikoff outlined akproposed program to answer the environmental safety problems besetting the industry. Briefly it consisted of: 1. A Technical Committee to perform basic studies of environmental conditions. 2. A Scientific Committee to review the results of the above studies and make recommendations to ... 3. An Insulation Industry Hygenic Council composed of representatives of NIMA# IDCNA# Sprayed Asbestos Fiber Association, the Union# as well as a medical consultant. v These committees would review the entire problem of environmental health as it pertains to the Asbestos Worker insulation industry dust control# vapor contToL# motivational engineering educational material# etc. Final recommendation as to Standards and solutions would be by unanimous consent of the Council. 3. Financing: Figures were presented that indicated that approximately $l#000#000.00 would be required during the first five yearu of the program. This of course# depends on the scope of the program. The' next problem revolved around how this money is to be raised. At a,subsequent meeting* held on June Li# 1968, the aiiggeation was advanced by Mr. Hutchinson that the Union/ Contractors portion should be raised by reopening existing agreements to add a Id per hour contribution to tks health *> welfare funds; said amount to be transmitted to the Council for disbursement. Bates 760 PRODUCED M - 83 reported that there was remarkable Interest in the Association by the manufacturers and suppliers (Associate Members). This increased in terest has been sparked by OUTLOOK and the new progressive image it has developed. The Associate Members want to take a more active part in the Association, and the Board requested that our legal counsel look into the possibility of closer cooperation. Mr. Luse concluded his report with the request that a new chairman be appointed to head this Committee and that he would also like to hand over the reins of Treasurer and requested that the President appoint a re placement. By-laws Homer Porter, Chairman of the Committee on By-laws reported on the activity of this Committee in their efforts to update the By-laws. After much discussion the Board accepted their recommendations. Copy of these revised By-laws is attached. Nominating Committee Past President Dixon reported that the Nominating Committee recommended that Vice President Brodie be elected to the office of President-Elect. A motion to this effect was made and seconded and unanimously approved. Mr. Dixon stated that in line with the new By-laws the Committee recom mended that Richard Stapleton of Johns-Manville be appointed to re present the national contractors as an At Large Member. A motion to this effect was made and seconded and unanimously approved. Occupational Health and Safety In the absence of Don Bradshaw, Chairman of the Committee on Occupational Health and Safety, who was attending a meeting- of the AICWS region, the report of this Committee was presented by Gordon Harrison as follows: Occupational health must be solved by using a basic product that does not cause a health hazard and we should encourage the manufacturers to develop such "safe" products, even to the extent of refusing to handle high risk products. We should encourage annual physicals for our men with x-rays every five years for new men and every two years for 10-20 year men. General discussion followed with 'Bill Bayer stating that their group had tried to get satisfaction from the manufacturers and had made little progress. Thus, IDCNA must do it - must take the lead. It was felt that education was most important in solving this problem and also em phasised a need for the Industry Fund now being discussed. 2* Bates 919 PRODUCED J M -83
