I. Introduction
On August 17, 2022, a CAA Asbestos NESHAP Inspection was conducted at the Contemporary Village Condominiums located at 100 East Glenolden Ave.; Glenolden, Pennsylvania. The inspection was a follow up to the CAA Asbestos NESHAP Inspection conducted on July 20, 2022.
a. Summary of Site / Facility
Contemporary Village Condominiums is a multiple building condominium complex. The facility's balconies are being renovated and replaced.
b. Entry and opening conference
EPA Region III Inspector Richard Ponak arrived at the facility at approximately 9:50am on August 17, 2022, for an announced inspection. Upon arrival, Inspector Ponak presented credentials to Robert Hinton, Community Manager for FirstService Residential and Mike Barlow, Project Manager for Becht Engineering. The inspection was a "For Cause" Inspection based on a previous complaint regarding improper asbestos and lead paint removal. Inspector Ponak informed Mr. Hinton and Mr. Barlow that he wanted to inspect the work areas where the asbestos debris was observed during the July 20, 2022, inspection.

III. Site / Facility Walkthrough
Inspector Ponak and Mr. Barlow proceeded to Building C. Inspector Ponak walked around
building C where the balconies were removed. Inspector Ponak observed two very small pieces of suspect regulated asbestos containing material (RACM) on the ground near unit C-2. Inspector Ponak showed Mr. Barlow the suspect, RACM and he stated he would inform the asbestos abatement contractor. Inspector Ponak inspected the work areas at Building D and E. Inspector Ponak did not observe any suspect RACM debris around the building D and E work areas. Inspector Ponak and Mr. Barlow proceeded to the parking lot where the asbestos dumpster was located and Inspector Ponak did not observe any RACM debris where the dumpster was previously located. Mr. Barlow informed Inspector Ponak that the dumpster was removed earlier that morning.

V. Closing Conference
At the conclusion of the inspection, Inspector Ponak asked Mr. Barlow to verify what units had balconies renovated. Mr. Barlow stated he would check and let Inspector know. Mr. Barlow informed Inspector Ponak that the Condominium Association was obtaining estimates from asbestos abatement contractors for removal of the asbestos containing panels remaining in the project. Inspector Ponak asked Mr. Barlow if there were any more questions. Mr. Barlow said no. Inspector Ponak left the site.
Additional Correspondence
On August 18, 2022, Mr. Barlow emailed Inspector Ponak to inform him what units were worked on and what units had asbestos panels removed.
