ATI-10 A.T.I. MINUTES REVIEW Elizabeth C. Hayes My review of A.T.I. Minutes covered the years 1944 through 1960. The purpose of my review was to learn whether the A.T.I. had influence in the writing or revision of Government specifications for asbestos textile products. Generally they did have influence, although not until post World War II. All minutes which I have reviewed are available in our files. There is evidence of the following: 1. A.T.I. was asked to review proposed Government specifications and to make recommendations for changes. 2. A.T.I. had standards for asbestos cloth which may have influenced the writing of Government specifications, as they were considered to be industry-wide standards. 3. A.T.I. worked with A.S.T.M. in formulating tests of various specifications. 4. Input from A.T.I. increased over the years. Technical Committee. The Technical Committee was appointed in 1945. responsibilities were to include: Its 1. Standardization, which included writing specifications 2. Product Research and Development 3. Consideration of standard nomenclature MS 002165 MT-001569 ATI-10 4. Finding new uses for asbestos textiles 5. Experiment on combining asbestos with other fibrous materials. 6. Consideration of membership in the American Standards Association. 7. Selection of research facilities 8. Consideration of a textile fellowship in some university. The Technical Committee reviewed specifications and made recommendations for change. These recommendations were then presented to the Sales Promotion Committee for their review, comments, and recommendations. Representatives of the Technical Committee would then meet with personnel from the appropriate Government agencies to submit their proposed revisions. There were research projects in anticipation of Government needs. For instance, aluminum clad asbestos cloth was developed prior to government specifications. In 1958 a project was begun, the "Oak Ridge Project", which was to determine the adaptability of asbestos and asbestos textiles in the nuclear power plant field. Research Fellowship. Dr. M. C. Shaw was appointed as head of the Research Fellowship at Rutgers University, which began in 1946. The Technical Committee worked closely with the Research Fellow at Rutgers University. In the later years there are statements that Dr. Shaw met with both the Government and A.S.T.M. to present tne recommendations of A.T.I. for revisions of specifications. Aluminum clad asbestos textiles 4. Asbestos tape as a pipe lagging material 5. Glass/Asbestos combination textiles Research reports indicate involvement in testing and revising specifications. There is no indication that input into specifications by the A.T.I. was flatly rejected. There appears to have been an ongoing series of communications with the Government regarding various specifications. 03-16-83 MS 002167 MT-001571 ATI-10 I. MINUTES WHICH INDICATE CO-OPERATION OF INDUSTRY/GOVLRNMENT Technical Meeting, 9/25/47, Section 11. ATI to submit proposed revised draft of Fed. Spec, for Asbestos Cloth to Federal government for discussion and adoption. Technical Committee, 11/21/47, Section 3. Committee to submit revisions of Fed. Spec, for Asbestos Cloth to Government Committee. Government Committee will meet with committee appointed by the War Department to discuss the revised draft. Report of the Technical Committee, 4/7/48. A Fed. Spec, was to be prepared for use by ail government agencies in connection with the procurement of asbestos cloth, strands and tape. The Technical Committee was assigned the task of representing the asbestos textile industry in formulating the new specifications. Technical Committee, 8/26/48, Section 4. Committee votes to recommend a change in weight for Type I, Class D Asbestos Cloth as specified in the proposed Federal Spedfication for cloth, yarn, thread and tape; asbestos. Technical Committee authorized to enter into discussions with government agencies concerning technical aspects of Federal Specifications. General Meeting, 12/10/48, Section 13. Agreed that the Technical Committee should meet to study a tentative specification approved by the Department of the Army, Navy and Airforce: the National Military Establishment Specification, for Insulation, Electrical, Asbestos-Fiber, Treated and Untreated. Technical Committee, 4/1/49, Section 4. Recommendations to be submitted to the Armed Services Electro Standards Agency for adoption as a part of the subject specification. i General Meeting, 4/7/49, Section 3(b). Discussion concerning the development of protective clothing for firefighting purposes that is being promoted at Wright-Patterson Air Force base, Aero Medical Laboratory. Asbestos textiles are apparently being completely disregarded. A fair representation of asbestos textiles is to be made by A.T.I. MS 002169 MT-001573 ATI-10 General Meeting, 4/7/49, Section 6. The Technical Committee presented a review of the progress being made in revising and establishing two government asbestos textile specifications. y Report of the Technical Committee, 4/7/49. The Technical Committee has been engaged in work on two government specifications. (1) National Military Establishment Specification, for Insulation, Electrical, Asbestos Fiber, Treated and Untreated. (2) The Federal Specification for Cloth, Tape, Yarn and Thread. Gives examples of ATI response to comments by government agencies. Technical Committee, 6/2/49. These minutes regard recommendation to the government concerning specifications. General Meeting, 6/16/49, Section 6: mention of report concerning progress being made on the Federal Program of Asbestos Stockpiling. It was unanimously agreed that the membership of the Institute should lend every possible assistance to the Navy Yard in this work. Technical Committee, 7/27/50, Sections 1-3. Consideration of Military Specification Mil-1-3053. Reference to letter from BUSHIPS requesting assistance in preparation of revisions to specification. Technical Committee, 12/6/50, Section 5. Discussion concerned the A.S.T.M. specifications for braided tubing or sleeving. It was felt that the present specifications are incomplete and inadequate. (b) Specifications were drawn for a series of standard clothes which were to serve as the basis for an investigation by the Fellow. (c) This committee should attempt to clarify the specifications for braided tubing. This committee should establish more meaningful specifications. Technical Committee, 11/28/51, Sections 3 & 4 Section 3: Specifications should receive the prompt attention of the Institute so that certain errors ' and inconsistencies prevalent in many of the Federal and Military specifications might be corrected as quickly as possible. The Sales Promotion Committee met with the Technical Committee to go over several Federal Specifications with the plan to standardize them in line with the Institute's standards. It is the plan to advise various Federal Agencies of the proposed specification changes and attempt to get agreement on the changes, and then to visit with the agencies for final solutions. With Representatives from a Military Agency (Detroit Arsenal, a segment of the Ordinance Dept.) on the Subject of Mil Spec MIL-C-10316, 3/9/54. NOTE: Refer to review sections III and IV for "Input accepted" and "Input not accepted" Technical Committee Minutes, 3/10/54, and Report of the Technical Committee, 3/11/54. Discussed meetings with representatives of a military agency, indicating that some revisions were approved while others were not. Specs discussed were MIL-C-10316 and SS-C-466. MIL-C--4117 was mentioned and contacts were to be made with Wright-Patterson Air Base to discuss this spec. MIL-I-3053a had not yet been revised and recommendations for revisions were requested. MIL-M-11199A has been formally revised but no contacts made. There is a good deal of discussion of the details of specifications contained in the minutes and the report. Two members of the Agency from the Detroit Arsenal were present at a joint meeting of the Sales Promotion and Technical Committees for the purpose of preparing recommendations. The result of the meetings was a draft of MIL-C-10316. It was recommended that specifications for Grade A Cloth be changed from 98% to 99% minimum asbestos content. MIL--C-7637 (U.S.A.F.) reviewed. These minutes list specific recommendations for revisions. A committee has been appointed to meet with Federal and Military Agencies as necessary. Report of Sales Promotion Committee, 11/29/54. Discussed Interim Fed. Spec SS-C-00466a, suggested that the levels of tensile strength should be upgraded due to the better grade of fiber now available. Government Specs. - Based on his visit to the Watertown Arsenal, Dr. Shaw (of A.T.I.) drafted a proposed revision to MIL-C-10316 and MIL-C-4117. Government Specs. - A large part of the morning was spent reviewing Government Specifications at a joint committee meeting with the Sales Group, as follows: SS-C-466 MIL-I-3053A MIL-C-10316 and MIL-C-4117a Technical Committee, 9/10/59. Technical Committee, 6/6/60 Bureau of Ships interim specification SS-C-00466b has been issued. It was suggested that this specification be reviewed by A.T.I. Proposed magnetic rating specification to be presented to A.S.T.M., Fall, 1960. With the exception of a weight tolerance specification, revision of electrical and industrial asbestos tape specification has been completed. To be presented to A.S.T.M., October, 1960. MINUTES WHICH INDICATE THE INDUSTRY STANDARDS AND MATERIALS WHICH WERE PRODUCED BEFORE SPECIFICATIONS WERE WRITTEN BY THE GOVERNMENT General Meeting, 12/5/47, Section 6. Technical Committee Report. It was requested that the Technical Committee be given the authority to prepare a list of standard asbestos cloths produced in the industry. . .for use in the Fellowship work. Report of the Technical Committee, 9/20/50 Formulation of specifications for asbestos cloth, by the Technical Committee. Attached Progress Report of the Research Activities of the A.T.I. Fellowship. Gather information and publicize the use of asbestos textiles for pipe covering purposes. Develop a suitable cloth for such purposes. MS 002190 MT-001594 ATI-10 It was felt that the selection of representative commercially available cloths would serve practically the same objectives as originally intended with the standard cloths. The Fellowship report set forth recent work in which aluminum foil was applied to asbestos cloths and the unit thus assembled investigated as a possible pipe covering and heat protective material. Only if found to be practical is the idea to be presented to the Navy Department for consideration as a possible construction material. This meeting also points out the national emergency and heavy defense demands for fiber. Technical Committee, 6/7/51, Section 3.
