The spelling of Dr. Swenberg's name should read "Swenberg" not "Swinberg". 2.0 The Panel has verbally committed to update the epidemiology study. Dow Chemical, Georgia Gulf, and Borden should send their commitment forms to CMA as soon as possible. Ron Gilbert reported that Westlake has decided to join the Panel to support the epidemiology study update and other activities. Dr. Shah will tailor a commitment form for Westlake and send it to Mr. Gilbert as soon as possible. Westlake's share will be based on its nameplate capacity. 3.0 Dr. Shah reported that the requests for proposal to update the epidemiology study went out on August 1, 1994 to Roy Shore of New York University Medical Center, Ken Mundt of University of Massachusetts, Howard Rockette of University of Pittsburgh, and Otto Wong of Applied Health Sciences, Inc. The deadline for receipt of proposals from the potential contractors is September 2, 1994. Once the proposals are received, Dr. Shah will send them to the Panel for review. 4.0 Dr. Swenberg will attend the next Panel meeting to present his research program on evaluating the effects of short-term/high level exposure to vinyl chloride. This research may be helpful to Panel members when developing plans for handling catastrophic emergencies (i.e. highway closures, etc) and in evaluating the effects of intermittent exposures. CMA 022413 ROCC VCRC August 2, 1994 Page 2 6.0 Dr. Shah will continue to try to schedule a meeting with EPA to discuss the risk assessment of vinyl chloride. A meeting may be possible on October 6. Dr. Richard Reitz will be invited to accompany Panel members to the meeting with EPA to discuss his physiologically-based pharmacokinetics model for vinyl chloride risk assessment. 7.0 Jonathan Ramlow reported on his review of the existing data on vinyl chloride reproductive and developmental effects. Most of the research was done before 1980 and may not meet the current EPA standards. Dr. Ramlow will provide a draft literature review on available teratology data for the next meeting. Jim Knaak will send reproductive effects data to Dr. Shah for distribution to the Panel. The Panel will contact EPA to request a meeting to discuss: 1) the specific teratogenic and reproductive effect end-points of interest to ATSDR and EPA; and, 2) EPA's time table for negotiating a voluntary test program for vinyl chloride, if the available data are not adequate to meet the ATSDR and EPA needs. 8.0 To date, five Panel member companies have agreed to form a Task Force for ethylene dichloride TSCA Section 4 testing issues. Dow Chemical, Westlake, and Oxy will contact Dr. Shah with their decisions regarding the Task Force as soon as possible. Dr. Shah will contact John Wilkinson of Vulcan to invite Vulcan to join the EDC Task Force. The Panel will discuss the Task Force formation on the next conference call. 9.0 Dr. Shah reported that the letter to the American Cancer Society responding to the TIME Magazine article was sent on August 1, 1994. Dr. Shah will distribute the final letter to the Panel. 10.0 The next Panel conference call is scheduled for September 9, 1994 at 3:00 p.m., EDT. The next Panel meeting is tentatively scheduled for October 7, 1994 at 9:00 a.m. The meeting date may change to accommodate an additional meeting with EPA. 11.0 The conference call adjourned at approximately 11:00 a.m. Subject to Approval Hasmukh C.
