' Hygiene -Engineer. f&) 1.11118 0, Hazard to assume charge of the Industrial Hygiene Service of Mew jersey* 1 It Is the feeling of the Dietrlct Director that although Doctor Hough is a aonpetent individual, that he lacks certain qualities of leadsrshtp that:* Important in aa iudividualwho is headingupeo Important a /place/;**.'*'.Serenes Industrial..Hygiene.in'a:State .Health Department*/?or that reason it is felt -that perhaps it would be desirable to transfer Doctor Hough to other duties* It is felt that Hr* Ha.aa.rd is an unusually conpetant person* Ho is well qualified fro many standpoints and has an oxoellent personality* The principal objection that the District Director can see to the assignsent of Mr* Raeard as Chief of the Industrial Hygiene Service, as ie well hno&'R to the Washington office of the Public Health Service, is that for many years public health work in Row Jersey has been dominated by nonprofessional personnel, particularly persons who are not physicians* At the present time with the exception of Doctor Hough and Doctor Kagcn, who are assigned to the Industrial Hygiene Service, Doctor Carl E* Weigels is the only full-tira* physician connooted with the entire State Health Department in Kew Jersey* / The local health administration work is under the supervision of Mr* W* K* MacDonald* He is not & physician end has had no formal training in public health work* It will be further recalled that many of the city ad local health offleers throughout Hew*Jersey are not trained public health workers and by far a majority of then are not physicians* saAiHoyvlVNOiivN3hiivoaonaoad3b There seems to bo seme evidenee that there la seas sentiment opposing physicians is public health work in ths State Health Department of Kew Jersey For these reasons the undersigned feels quite strongly that it would bo a mistake not to have a physician in charge of the Bureau of Industrial Hygiene Service of Hew Jersey* The developsent of this woffe to #Mffe a highly industrial State ae Kew Jersey warrants cspectol .efforts to secure a suitable physician for this purpose# It would see possible that s<xae aedloal officer of the Public Health Service who Is now assigned to duty elsewhere oould be found to take* this important assignment in New Jersey* The District Director suggests that due consideration be given to the above suggestion If after careful study of the natter it seems impossible to find another m 4 leal officer of the Public Health Service who oould bo assigned to head up the work in Kew Jersey, then the undersigned would interpose no particular objection to ilr* Hazard being designated as Chief of this work This matter has been discussed by telephone with Dootor J It* Carlisle, a member of the State Board of Health of Hew Jersey, who has been much interested in this work and who has given great assistance in souring the state appropriations for the coning, year* Doctor Carlisle indicates that in general he concurs with the views expressed above# Respectfully, EOWj jh R'C.
