MINUTES MCA LEGAL ADVISORY COMMITTEE MEETING OF SEPTEMBER 21, 1950 At its meeting of September 21, 1950 the Legal AdvisoryCommittee of MCA transacted the following business: (a) Approved the procedure for activation of the con solidated corporation outlined in the attached report from the Chairman. (b) Approved the attached portion of the minutes of the September 12, 1950 Board meeting pertaining to activation of the consolidated corporation. (c) Reviewed the by-laws worked out by the Board at that meeting for submission to the membership, and approved the same in the form attached, (d) Planned the procedure to be used in calling a special meeting of members to consider such by-laws and request ed the Chairman to draft the necessary notices. (e) Deferred approval of "Rules and Regulations" sub mitted for the new Plastics Committee and the new Resin Adhesives Committee until they can be tested against such by-laws as the members finally approve at their special meeting. (f) Agreed to seek Board approval for new and continu ing service whereby this Committee might issue special bulletins notifying members immedaitely of important court decisions, es pecially in the field of products liability. (g) Approved the attached form of questionnaire regard ing product liability claims of member companies for use in con nection with a litigation audit already authorized by the Board. (h) Received report on progress of counsel employed jointly by MCA and NACA to collect and digest product liability cases decided since 1936 publication of the MCA Booklet "Adequate Labeling." (i) Agreed that when completed this digest be used by this Committee to evaluate the whole safety structure of the Association particularly as it has developed in recent years on labeling, safety data sheets and fire protection. CMA 086335 (j) Agreed that any Model Labeling Bill be treated as strictly "interim" pending such evaluation and that the attached draft be put in final shape by the Committee without employment of outside counsel and draftsmen. (k) Authorized the Chairman to submit an opinion on behalf of the Committee regarding the styrene monomer safety data sheet. (l) Reported that various members of the Committee were giving aid to Water Pollution Abatement Committee in draft ing comments requested by the Federal Security Agency on Model Water Pollution Bill. (m) Met Mr. Douglas Campbell, new attorney employed by the Washington Office, who is to work closely with the Committee in the preparation and processing of the paper work of the Association.
