Murphy Tank Battery / ARU002235 (CWA) Inspection Date 03/12/2024 Section I - INTRODUCTION PURPOSE OF THE INSPECTION EPA Region 6 inspectors Michael Blaha, Kerri McCabe, and I, Uma Lad, arrived at Jerry Langley Oil Company, LLC, T.D. Murphy SWD Tank and Jerry Langley Oil Company, LLC, T.D. Murphy SWD Tank and T.D. Murphy Tank Battery, located off a lease road near All Gulf Road (33.34011, -92.68934) at 4:30 PM on March 12, 2024, for an unannounced inspection. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the Jerry Langley Oil Company, LLC, T.D. Murphy SWD, which consists of three storage tanks, and at the Jerry Langley Oil Company LLC, T.D. Murphy Tank Battery, which consists of two storage tanks. Section II - OBSERVATIONS 2.1. T.D. Murphy SWD Tank I observed the facility sign, secondary containment, pipes, valves, and tanks located at the facility; see Appendix 1 (photo log), photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed a tank with a leaking valve, see photo No. 3. I observed an uncapped secondary containment drainage pipe containing a flowline, see photo No. 4. Outside of secondary containment, I observed standing water with an oil sheen, see photo No. 5. 2.2. T.D. Murphy Tank Battery I observed the facility sign, secondary containment, pipes, valves, and tanks located at the facility, see photo No. 6. I observed an uncapped secondary containment pipe containing a flowline that was surrounded by oilstained soil, see photo No. 7. Murphy Tank Battery / ARU002235 (CWA) Inspection Date 03/12/2024 Section III - AREAS OF CONCERN No closing conference was held due to no Jerry Langley Oil Company, LLC staff being present during the inspection. Areas of concern at the time of the inspection at T.D. Murphy SWD Tank include the leaking valve at the storage tank, missing cap for the secondary containment drainage pipe, and the oil sheen in standing water outside of secondary containment. Areas of concern at the time of the inspection at T.D. Murphy Tank Battery include the missing cap for the secondary containment drainage valve, loose oil around the secondary containment drainage pipe outside secondary containment, loose oil surrounding the transfer pipe outside secondary containment, and missing catchment bucket at the transfer valve. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure areas of concern are properly addressed.
