According to this standard the maximum time-weighted average exposure is limited to five asbestos fibers, having a length longer than five micrometers, per millimeter of air. This limit would drop to two fibers per millimeter maxiumum effective July 1, 1976. The standard requires the use of engineering controls to meet these limiting exposures where such controls are technically feasible. The use of respirators is permitted only during development of engineering controls, or where engineering controls are not feasible, or in emergencies. Asbestos-free insulating block has new become available for furnace and smelting pot applications in the form of Johns Manville Superex AF Grades. The use of this material is one method to eliminate exposure to asbestos-containing materials and consequently eliminate the need for engineering controls. These materials will be used for repair and replacement of furnace and pot linings and for new construction as soon as an adequate supply is available. Until all existing furnaces and pot linings have been converted to asbestos-free materials, we will have a problem making sure that our workers are not exposed to this hazard accidentally. This means that some form of record keeping will be necessary to indicate what material is in each furnace, pot, etc. These records would be a ready reference for maintenance and construction crews to determine when engineering controls and/or respirators are necessary to prevent asbestos exposure. After reviewing the attachments, please inform us of your plans to accomplish the objectives for complying with the asbestos standards during the material transition period. PRft A. J.
