SHELL CHEMICALS PRODUCT STEWARDSHIP INTIATIVES SUMMARY Doc 2005 Global Responsible Care Charter The International Council of Chemical Associations, ICCA, has developed a proposed Global RC Charter that seeks to secure general agreement to further Responsible Care globally. Key elements include the following: companies will continuously improve HSE performance; advance sustainable development; champion and facilitate the appropriate extension of Responsible Care across the business value chain; manage products using a life-cycle oriented approach, make relevant risk information publicly transparent and cooperate with governments and the public to promote the safe use of chemicals worldwide. Position: Shell Chemicals supports but needs to understand what gaps are being addressed. Global Product Strategy The Strategy has evolved from the Global Responsible Care Charter. Currently under development and discussion. The Strategy includes 9 initiatives each with associated timelines and measures. Most of these initiatives are work that Shell Chemicals is doing or will be doing under REACH and other external mandates. Position: Shell Chemicals supports this direction but needs to clearly understand requirements. High Production Volume Chemicals Shell Chemicals committed to providing a base set of Hazard Data on our High Production Volume (HPV) products as defined by ICCA and US EPA. Working via industry consortia, Shell met it's objective to have SIDS dossiers submitted by end 2004 on the 107 Shell HPV products. Although Shell has met it's commitment there are two issues with the ICCA programme. One, all of industry has not been proactive in gathering the required data on their HPVs and two, the countries sponsoring the reviews are not progressing as quickly as originally estimated. Position: Continue to work through ICCA to progress data summaries through for OECD acceptance Extended US EPA HPV Programme A list of 500+ "new" HPV chemicals was created from information made public by EPA in connection with the 2002 Inventory Update Rule. Companies are asked to consider which chemicals they will commit to sponsor, and to make those commitments public by the end of this year. There were only 4 substance (3 HODer, PDO) of relevance to Shell on the extended HPV list. Position: Support US Children's Health Initiative In 2000, EPA announced the Voluntary Children's Chemical Evaluation Program (VCCEP). Of the 9 that Shell sponsored, EPA has signed off on 2 indicating no further work required, 3 have undergone peer review and are awaiting review by EPA, 1 will undergo Peer review this year, and 3 will undergo peer review in 2006.
