DISCUSSION A. Fiberglass John Vyverberg, representing Owens Corning Fiberglas Corpo ration, the Thermal Insulation Manufacturers Association (TIMA), and the Mineral Insulation Manufacturers Association (MIMA), pointed out that his organizations would be respond ing only to the fiber glass "substitute" portion of the*EPA document which appeared in the Federal Register on October 17, 1979. The reason why his organizations are commenting on the proposed rule is twofold: 4 2 1. It was felt that the EPA did not consider all of the medical-scientific studies concerning fiber glass which have been conducted to date. (How ever, Clifford Sheckler of TIMA informed the group that industry is in the process of conducting a $4 million medical research project to study the effects of .certain substances, including fiberglass, on human health.) 2. It was felt that the EPA and CPSC do not have the legal authority to propose a rule affecting one substance which would then be extended to substitute substances. This is especially true in the case of asbestos fiber and fibrous glass, since a comparison of the two shows very little similarity in physical composition. Discussion was held on the technical aspects of very fine fibers, which measure less than one micron in diameter. Certain companies use these fibers in their papermaking process. John Lonnquist stated that Johns-Manville Corporation would be willing to conduct seminars on an individual or group basis to provide other companies with the technical background needed for preparing comments to--the EPA. Interested parties may contact him. The Chairman appointed a subcommittee to develop a response to the fiber glass portion of the proposed rule. Asbestos Dr. Isaiah Gellman suggested that API question the Research Triangle Institute about how it will safeguard the confi dentiality of statistics which may be sent to them, as well as how they intend to use this information. The Chairman appointed a subcommittee to develop a response to RTI's letter and to prepare comments on the asbestos por tion of the proposed rule listed in the Federal Register.
