McCrimon Date : December 13, 1978 Subject : OPERATING PROCEDURE FOR THE EMISSIONS RECOVERY SYSTEM Attached are the start-up and operating procedures for the Emissions Recovery System. The system will recover VCM vapors from the follow ing operations in our plant: 1. VCM Tank Farm 2. VCM Railcar Unloading Lines 3. V-ll Blowdown Tank 4. Capacity Replacement Project Blowdown Tank 5. Vessel Purge System The system operates similar to the large reactor recovery systems lit our plant. The main theory of the system is to collect VCM vapors by means of a combination vacuum/compression unit followed by conden sation in the V-ll large reactor recovery condensers. The liquid VCM is then pumped to the recovered VCM receivers at V-ll. This system was installed as an integral part of the Aberdeen Plant's VCM Compliance Program with the regulations of the United States Environmental Protection Agency. By law all VCM/PVC plants are currently limited to 10 ppm VCM maximum in all water and gas discharges to the atmosphere. The VCM unloadiiig lines are limited to a discharge of 0.13 cubic feet of VCM at standard temperature and pressure. Also before opening any equipment which contains VCM, the VCM concentration of the vessel must be no greater than 2.0 percent by volume VCM or 0.0950 cubic meters, whichever is larger at standard temperature aid pressure. EPA defines standard temperature and pressure as 20 C (69F) and 760 mm Hg (29.92 in. Ilg) . The Emissions Recovery System is designed to collect and contain t lose emissions.
