As a part of the annual Inventory development process, EPA assesses new studies for data that could inform Inventory updates. In addition, EPA conducts a multi-phase process including expert review and stakeholder engagement during inventory development, and public review before final submittal of the Inventory to the UNFCCC. EPA reviews updating its estimation methods on an annual basis, and describes those updates in the annual GHG Inventory (2018): https://www.epa.gov/ghgemissions/inventorv-us-greenhouse-gas-emissions-and-sinks.
