Background: EPA develops the Inventory of U.S. Greenhouse Gas Emissions and Sinks every year, making updates to methods and data sources when new information is available to improve our emissions calculations. As a part of the annual Inventory development process, EPA assesses new studies for data that could inform Inventory updates. In addition, EPA conducts a multi-phase process including expert review and stakeholder engagement during inventory development, and public review before final submittal of the Inventory to the UNFCCC.
EPA reviews updating its estimation methods on an annual basis, and describes those updates in the annual GHG Inventory (2018): https://www.epa.gov/ghgemissions/inventorv-us-greenhouse-gas-emissions-and-sinks. See chapter 9: "Recalculations and Improvements." There are bullets on "Petroleum Systems" and "Natural Gas Systems," plus charts that follow.
