The Chairman, B. Karrh, convened the meeting at 9:10 a.m. 2. The Committee approved the minutes of the April 16, 1986 meeting with the addition of the following item: The Committee approved the CAER Recognition Program proposed by the CAER Task Group. CMA 060790 HSC Meeting Minutes May 21, 1986 Page 2 3. Planning Meeting Review Members of the Committee commented on the May 7-9 Committee Plan ning Meeting in Williamsburg, VA. The Committee agreed that goal managers will restate the Committee's goals and develop an action plan by July 16. It also agreed to have the Steering Task Group develop a strategic plan for the Committee. Finally, R. Schumacher will recommend to R. Roland that the Committee meet in Williamsburg, VA during the first part of May for its Annual Planning Meeting. 4. Health and Safety Review The Committee reviewed the status of the program and registration for the upcoming June 5 informational meeting. R. Schumacher will send another notice to CMA members encouraging them to attend. The Steering Task Group will pick a date and theme for the next Health and Safety Review. 5. Generic Issues Litigation The Committee was briefed on generic TSCA issues being raised in litigation, and requested a recommendation with a pros and cons analysis from several task groups. The Product Management Task Group will have lead responsibility and will coordinate the review with the Hazard Assessment and Exposure Assessment Task Groups. 6. TSCA Isolated vs. Nonisolated Intermediates Members of the Committee reviewed the positions taken in the draft letter that will be sent to EPA on regulating isolated and non isolated intermediated under TSCA. Members will comment to G. Baker with any recommended changes in language. The letter will be sent to EPA, with copies sent to other trade associations. 7. TSCA Penalty Policy The Committee approved the draft memorandum on EPA's penalty policy for Sections 8, 12 and 13 of TSCA, which will be sent to EPA. 8. Generic Significant Mew Use Rule The Committee approved the draft generic significant new use rule developed by the Conservation Foundation's Dialogue Group. Members of the Committee should provide G. Baker any comments on the language by June 2. 9. OSHA Plant Inspections The Committee discussed OSHA's plant inspections of companies' occupational injury and illness records and CMA's activities related to the inspections. A letter to CMA Executive Contacts from R. Roland is being prepared and will be sent by May 28. CMA 060791 HSC Meeting Minutes May 21, 1986 Page 3 The Committee agreed that it would solicit member companies' questions, concerns and any recommended changes to the new BLS Guidelines on Occupational Injury and Illness Recordkeeping. Companies will be encouraged to examine their internal records. addition, The Committee will work with OSHA and BLS to sponsor regional workshops on the BLS Guidelines. In 10. OSHA Safety Standards OSHA has expressed interest in developing standards on process safety, venting to the atmosphere and internal auditing. The Safety Programs Task Group will work with ORC in writing a standard on process safety. The Task Group will consider developing stan dards on venting to the atmosphere and internal auditing. It will also review OSHA's practice of comparing companies' safety practices for similar chemical processes. 11. California Safety Regulatory Initiative The Safety Programs Task Group is aware of a California initiative to develop process safety regulations for the state's chemical industry. J. Norwood and I. Rosenthal will form a work group to recommend CMA policy on state process safety regulatory initia tives. 12. Implementation of CMA's Air Toxics Control Policy The Safety Programs Task Group has identified personnel needs for portions of the program to implement the acute/accidental releases part of CMA's Air Toxics Control Program. Members of the Committee should contact H. Eschenbach with names of people who could work on: training of people for emergency situations; inventory manage ment; and, administrative programs (inspections and audits). 13. IARC Working Group Meetings The Committee voiced support for the activities of the IARC Work Group to prepare for upcoming IARC meetings. The work group plans to develop dossiers on chemicals under IARC review through CMA member company participation, evaluate the data for evidence of carcinogenicity, and send a CMA representative to the IARC meetings. 14. Labeling Activities D. Smallwood asked Committee members to contact him with comments on labeling language for potential carcinogens, as developed by the Labeling Task Group. In a related labeling project, the Labeling Task Group asks for nominations of plant sites for participation in the project to validate symbols for chemical hazard labeling in the workplace.
