We a re c o n s id e ra b ly w o rrie d by th e h ig h f i g u r e s f o r le a d co n ten t and although th e re have been no re p o rte d cases of sick n e ss i t any p la n t i n t h i s c o u n try , we f e e l t h a t s te p s m ust be ta k e n im m ed iately to b rin g about a s u b s ta n tia l improvement in the v e n tila tio n a t a l l such p l a n t s . By re a so n o f e x is t in g c o n d itio n s t h i s i s by no means an e asy m a tte r and b e fo re we engage upon any e la b o r a te o r m ajo r a l t e r a t i o n s I am most anxious to receiv e your view s.

o u t by two s h i f t s o f 18 women e ac h . The f i r s t s h i f t w orks from
6 a.m . to 2 p .m .; th e second from 2 p .m . t o 10 p.m. No f i l l i n g
takes place a t n ig h t. I t is c a lc u la te d roughly th a t 1,200 cans
are f ille d p e r hour from 18 f i l l i n g p o in ts.
A sw ivel ta p i s brought downinto th e mouth of a can on the f i l l i n g bench and th e flow o f g a so lin e i s c o n tro lle d by a hand l e v e r . These sp illa g e s occur on the face and c lo th ih g of the o p erato rs.
I t was d i f f i c u l t to c a lc u la te the amount of s p illa g e , but i t was e s tim a te d a t more? th a n one g a llo n p e r h o u r.
Many o p e r a to r s remove t h e i r g lo v e s and wash t h e i r h ands i n le a d e d gasoline a t the end of the s h ifts .

The f ig u r e s g iv en show th a t th e a i r of th e c a n - f i l l i n g b u ild in g c o n ta in s more le ad th a n i s considered safe f o r prolonged w ork. 1 .5 mgms. p e r 10 cu b ic m e tre s i s th e f i g u r e s to be aimed at. '
T h e o re tic a lly , th e s p illa g e o f one g a llo n of le a d e d g a so lin e would g iv e r i s e to a le a d c o n te n t o f 5 mgms. p e r 10 cu b io m e tre s of a i r (1 c . c . E th y l g a s o lin e c o n ta in s 1 .1 2 mgm. Pb) i n t h i s b u ild in g o f 1169 cubic m etres c ap a c ity ; assuming th a t 8 changes of a i r occurred p e r h o u r. S ince i t was estim ate d th a t more th a n one g a llo n was s p i l t per hour, i t follow s th a t sp illa g e is of considerable sig n ifican ce.

In ad d itio n to lead in a ir from sp illa g e , is lead contained in th e g a so lin e vapour which comes from th e t i n d u rin g f i l l i n g o p e ra tio n s . The h ig h e r f ig u r e s o b ta in e d a t can h e ig h t would seem to show t h a t t h i s so u rc e o f le a d i s a ls o s i g n i f i c a n t , th ough i t may be accounted f o r p a r tly by evaporation from s p illa g e on the wooden bench. The h ig h e r f ig u r e s a t can h e ig h t o b ta in e d by n ig h t a re p ro b a b ly due to the l a t t e r cause.

5. SUGGESTIONS AND RECOMMENDATIONS
1 . The wooden bench sh o u ld be scrapped and re p la c e d by a m etal bench w ith g rid top and exhaust v e n tila tio n below. In cross s e c tio n th e bench would be V-shaped w ith a g r id a cro ss th e to p of th e V. The wooden p la tfo rm on w hich th e o p e ra to rs s ta n d sh o u ld b e replaced by a m etal g rid p la tfo m .

The tro u b le h as o ccu rred in can f i l l i n g sheds around which p ro tectiv e b la s t w alls have been erected , re su itin g in inadequate v e n tila tio n . To d a te , th e r e p o r te d tr o u b l e h a s been r e s t r i c t e d to tw o c a n f i l l i n g sh e d s, both handling 100 Octane g aso lin e w ith a le a d c o n ce n tra tio n o f 4 c .c s per U .S. g a llo n . . The f a c t s a t p re s e n t a v a ila b le in d ic a te th a t in b o th c a se s v e n tila tio n was extrem ely p o o r, and th a t as a r e s u lt o f immediate s te p s tak en to Improve i t th e re has been no recu rren ce o f th e tro u b le .
The f ig u r e s you w ill see quoted in th e a tta c h e d r e p o r t, f o r th e le a d c o n c e n tra tio n in th e atm osphere a r e , I t h i n k you w i l l a d m it, somewhat alarm ing; both b efo re and a f te r th e v e n tila tio n had been im proved. These fig u re s , however, should not be taken too se rio u sly sin ce th e ir accuracy is s u s p e c t. P o r th e im m ediate moment th e im p o rta n t t h i n g i s , w h a te v e r m ight be th e cause o f th e t r o u b l e , th e answ er i s ; im proved v e n t i l a t i o n - which, i s e x a c tly what one would ex p ect.
We r e c e n t l y had a m eetin g a t t h i s O ffic e of r e p r e s e n t a t i v e s of th e Companies concerned, w hich was a tte n d e d byboth D r. C a s s e lls and P ro fe ss o r Dodds.
