This regulation appllei to <11 places of employment In Texsi. It does not cover maximum permlaalble dote of radiation or the mi n i m a environmental sanitation requirement a, nor In clude assures required for control of community external air pollution or air pollution nuisances.
Purpose:
The purpose of this regulation it to prescribe to employers the bi xin.rm average atmospheric concentration of contaminants to which they era permitted to exposa employees during an eight-hour working day in their places of employment. In cluding industrial establishment*.

II. Applicability of Figures Listed Herein

These are not maximum values which cannot be exceeded momentarily depending upon, but not limited to, such factors a* natura of contaminant; frequency of occurrence of high concentration; verlabia durations of exposure; probability of acuta poisoning from high concentration for even short period*; cumulative affects. Employers shall consider these factors prior to exceeding valuee listed herein.

An OSHA Industrial hygienist surveyed our Warrick Operations during the month of January. As a result, eight citations were issued for violations of exist ing standards. We thought that all of you would be interested in the items
cited which, except for items $ and #8, concerned themselves with exposures
to noise and asbestos.
We are alerting you to this action to show where -some of the interest of OSHA presently lies and to point out that many of us also are vulnerable in these two areas. We trust that all will benefit from Warrick's misfortune.

The penalties imposed are of small concern when compared to the cost of cor recting the conditions for which they were cited. It is of special interest to note that Warwick was cited, not only for failing to require ear protection i n the noisy areas, but also for their failure to institute engineering or administrative ct ntrols or to document the infedibility of such controls.
